[00:12.08]Lights-out, as a widely accepted tradition in Chinese universities,
[00:18.25]has been practiced in students' dormitories for many years.
[00:22.61]Students are required to go to bed at a certain time
[00:26.84]and the electricity is cut off during the sleeping hours.
[00:31.07]However, controversy about this policy arises.
[00:35.25]Many people believe that it helps to fix the students'
[00:39.43]sleeping time and guarantee their adequate rest.
[00:42.42]Nevertheless, the opposing voice,
[00:45.22]mainly from the students, can be heard.
[00:47.64]They complain that
[00:49.30]the policy interrupts their plans for study during the night.
[00:53.13]And since they are the ones that pay the electricity bills,
[00:57.29]they should have the freedom to decide
[00:58.70]when to use the electricity.

[01:02.71]I do believe that lights-out is necessary for college students.

[01:09.24]they still need some help in managing their time and life.

[01:18.01]perhaps a room with 24-hour electricity supply can be set aside
[01:23.05]in every dorm building to meet that certain need.
