Mr Trump made his comments as the US issued additional unilateral sanctions against eight North Korean banks and 26 individuals.

The move marks the latest effort by Washington to strangle Pyongyang’s economy and deprive it of the hard currency that funds its fast-developing nuclear and ballistic missile programme as the US seeks decisive talks on de-nuclearisation.

“We are targeting North Korean banks and financial facilitators acting as representatives for North Korean banks across the globe,” said Steven Mnuchin, Treasury secretary, in a statement that described the individuals as nationals working for North Korean banks operating in China, Russia, Libya and the United Arab Emirates.

He also thanked Spain for expelling North Korea’s ambassador and China for breaking off all banking relations with Pyongyang in a move he said would previously have been “unthinkable”.

Two of the North Koreans targeted work at banks in Dubai, signifying the extent of North Korea’s overseas financial networks despite a campaign spearheaded by the US to clamp down on North Korean operations abroad.

North Korea maintains a network of tens of thousands of so-called guest workers who send an estimated $500m in hard currency back home every year. About 50,000 North Koreans work in China and 20,000 in Russia.
