習(xí)近平：努力開創(chuàng)中國(guó)特色大國(guó)外交新局面

中央外事工作會(huì)議6月22日至23日在北京召開。中共中央總書記、國(guó)家主席、中央軍委主席習(xí)近平在會(huì)上發(fā)表重要講話強(qiáng)調(diào)，我國(guó)對(duì)外工作要堅(jiān)持以新時(shí)代中國(guó)特色社會(huì)主義外交思想為指導(dǎo)，統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局，牢牢把握服務(wù)民族復(fù)興、促進(jìn)人類進(jìn)步這條主線，推動(dòng)構(gòu)建人類命運(yùn)共同體，堅(jiān)定維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益，積極參與引領(lǐng)全球治理體系改革，打造更加完善的全球伙伴關(guān)系網(wǎng)絡(luò)，努力開創(chuàng)中國(guó)特色大國(guó)外交新局面，為全面建成小康社會(huì)、進(jìn)而全面建設(shè)社會(huì)主義現(xiàn)代化強(qiáng)國(guó)創(chuàng)造有利條件、作出應(yīng)有貢獻(xiàn)。

Xi said since the 18th CPC National Congress in 2012, facing with the vicissitudes of the international situation, China has overcome difficulties to push forward major country diplomacy with Chinese characteristics in a groundbreaking way under the strong leadership of the CPC Central Committee, having withstood various challenges, cracked hard nuts and made achievements of historic significance.

習(xí)近平在講話中指出，黨的十八大以來(lái)，在黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，面對(duì)國(guó)際形勢(shì)風(fēng)云變幻，我國(guó)對(duì)外工作攻堅(jiān)克難、砥礪前行、波瀾壯闊，開創(chuàng)性推進(jìn)中國(guó)特色大國(guó)外交，經(jīng)歷了許多風(fēng)險(xiǎn)考驗(yàn)，打贏了不少大仗硬仗，辦成了不少大事難事，取得了歷史性成就。

Through these practices, China has accumulated useful experience and came to the conclusion that conducting external work requires taking into account both domestic and international situations, maintaining strategic confidence and resolve, putting forward innovations in diplomatic theory and practice, promoting strategic planning, advancing diplomatic agenda globally, safeguarding China's core and major interests, upholding win-win cooperation and justice while pursuing shared interests, and thinking about worst-case scenarios and risks.

在實(shí)踐中，我們積累了有益經(jīng)驗(yàn)和深刻體會(huì)，對(duì)外工作要堅(jiān)持統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局，堅(jiān)持戰(zhàn)略自信和保持戰(zhàn)略定力，堅(jiān)持推進(jìn)外交理論和實(shí)踐創(chuàng)新，堅(jiān)持戰(zhàn)略謀劃和全球布局，堅(jiān)持捍衛(wèi)國(guó)家核心和重大利益，堅(jiān)持合作共贏和義利相兼，堅(jiān)持底線思維和風(fēng)險(xiǎn)意識(shí)。

"We have kept a firm hold of the development trend of China and the world in the new era since the 18th CPC National Congress and made a series of important innovations on external work in theories and practices, thus forming the thought on diplomacy of socialism with Chinese characteristics for a new era," said Xi.

習(xí)近平強(qiáng)調(diào)，黨的十八大以來(lái)，我們深刻把握新時(shí)代中國(guó)和世界發(fā)展大勢(shì)，在對(duì)外工作上進(jìn)行一系列重大理論和實(shí)踐創(chuàng)新，形成了新時(shí)代中國(guó)特色社會(huì)主義外交思想。

概括起來(lái)主要有以下10個(gè)方面：

- Uphold the authority of the CPC Central Committee as the overarching principle and strengthen the centralized, unified leadership of the Party on external work;

堅(jiān)持以維護(hù)黨中央權(quán)威為統(tǒng)領(lǐng)加強(qiáng)黨對(duì)對(duì)外工作的集中統(tǒng)一領(lǐng)導(dǎo)，

- Advance major country diplomacy with Chinese characteristics to fulfill the mission of realizing national rejuvenation;

堅(jiān)持以實(shí)現(xiàn)中華民族偉大復(fù)興為使命推進(jìn)中國(guó)特色大國(guó)外交，

- Take preserving world peace and pursuing common development as the purpose to promote the building of a community with a shared future for humanity;

堅(jiān)持以維護(hù)世界和平、促進(jìn)共同發(fā)展為宗旨推動(dòng)構(gòu)建人類命運(yùn)共同體，

- Enhance strategic confidence with the socialism with Chinese characteristics as the support;

堅(jiān)持以中國(guó)特色社會(huì)主義為根本增強(qiáng)戰(zhàn)略自信，

- Forge ahead the Belt and Road construction in the principle of achieving shared growth through discussion and collaboration;

- Follow the path of peaceful development on the basis of mutual respect and win-win cooperation;

- Develop global partnerships while advancing diplomatic agenda;

- Lead the reform of the global governance system with the concept of fairness and justice;

- Take national core interests as the bottom line to safeguard China's sovereignty, security and development interests;

堅(jiān)持以國(guó)家核心利益為底線維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益，

- Nurture a distinctive style of Chinese diplomacy by combining the fine tradition of external work and the characteristics of times.

堅(jiān)持以對(duì)外工作優(yōu)良傳統(tǒng)和時(shí)代特征相結(jié)合為方向塑造中國(guó)外交獨(dú)特風(fēng)范。

"We should thoroughly implement the thought on diplomacy of socialism with Chinese characteristics for a new era, continuously facilitate a favorable external environment for realizing the Chinese Dream of national rejuvenation and promoting the building of a community with a shared future for humanity," said Xi.

我們要全面貫徹落實(shí)新時(shí)代中國(guó)特色社會(huì)主義外交思想，不斷為實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)、推動(dòng)構(gòu)建人類命運(yùn)共同體創(chuàng)造良好外部條件。

Xi stressed that the country's external work should be based on the overall plan of the CPC Central Committee, and should further improve its layout and highlight its priorities.

習(xí)近平指出，對(duì)外工作要根據(jù)黨中央統(tǒng)一部署，加強(qiáng)謀篇布局，突出工作重點(diǎn)，抓好工作。

The external work should focus on the key points in time of the Party and the country's work to break new grounds, as in the next five years, the country's first centenary goal is expected to be realized, and the process to realize the second is expected to begin, with a series of significant moments and events in the period, he said.

要圍繞黨和國(guó)家工作重要節(jié)點(diǎn)，推動(dòng)對(duì)外工作不斷開創(chuàng)新局面。未來(lái)5年第一個(gè)百年奮斗目標(biāo)要實(shí)現(xiàn)，第二個(gè)百年奮斗目標(biāo)要開篇，其中有一系列重要時(shí)間節(jié)點(diǎn)和重大活動(dòng)。

The flag of a community with a shared future for humanity should be upheld to help make the global governance system fairer and more reasonable, and the construction of the Belt and Road should be solidified and deepened to elevate the country's opening up to a new level, Xi continued.

要高舉構(gòu)建人類命運(yùn)共同體旗幟，推動(dòng)全球治理體系朝著更加公正合理的方向發(fā)展。要堅(jiān)持共商共建共享，推動(dòng)“一帶一路”建設(shè)走實(shí)走深、行穩(wěn)致遠(yuǎn)，推動(dòng)對(duì)外開放邁上新臺(tái)階。

Xi noted that diplomacy represents the will of the state, and the diplomatic power must stay with the CPC Central Committee, while the external work is a systematic project. He thus asked political parties, the government, the people's congresses, the Chinese People's Political Consultative Conference, the military, local authorities and the public to improve their coordination and make their own contributions, so as to form a new situation of the external work under the overall leadership of the Party that coordinates all sides, and ensure that the foreign policies and strategies of the CPC Central Committee are implemented.

習(xí)近平強(qiáng)調(diào)，外交是國(guó)家意志的集中體現(xiàn)，必須堅(jiān)持外交大權(quán)在黨中央。對(duì)外工作是一個(gè)系統(tǒng)工程，政黨、政府、人大、政協(xié)、軍隊(duì)、地方、民間等要強(qiáng)化統(tǒng)籌協(xié)調(diào)，各有側(cè)重，相互配合，形成黨總攬全局、協(xié)調(diào)各方的對(duì)外工作大協(xié)同局面，確保黨中央對(duì)外方針政策和戰(zhàn)略部署落到實(shí)處。

Stressing that cadres are the decisive factor after setting the political course, Xi called for a strong contingent of foreign affairs personnel that are loyal to the CPC, the country and the people and are politically solid, professionally competent and strongly disciplined in their conduct.

習(xí)近平指出，政治路線確定之后，干部就是決定的因素。要建設(shè)一支忠于黨、忠于國(guó)家、忠于人民，政治堅(jiān)定、業(yè)務(wù)精湛、作風(fēng)過硬、紀(jì)律嚴(yán)明的對(duì)外工作隊(duì)伍。

He called on foreign affairs cadres to enhance ideal and belief education so as to upgrade their competency and overall quality, and he also called for improving the living conditions of personnel stationed abroad so as to iron out their concerns and worries.

要加強(qiáng)理想信念教育，提高外事干部隊(duì)伍的專業(yè)能力和綜合素質(zhì)。要改善駐外人員工作生活條件，為大家解決后顧之憂，把黨中央關(guān)懷落到實(shí)處。

Xi stressed that the reform on the institutions and mechanisms concerning foreign affairs is the internal demand of advancing modernization in the state governance system and governance capabilities.

習(xí)近平強(qiáng)調(diào)，對(duì)外工作體制機(jī)制改革是推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的內(nèi)在要求。

He called for implementing the reform on the institutions and mechanisms concerning foreign affairs under the decision of the central Party leadership and enhancing the party-building in institutions abroad so as to form a management mechanism catering to the requirements of the new era.

要根據(jù)黨中央統(tǒng)一部署，落實(shí)對(duì)外工作體制機(jī)制改革，加強(qiáng)駐外機(jī)構(gòu)黨的建設(shè)，形成適應(yīng)新時(shí)代要求的駐外機(jī)構(gòu)管理體制。
