跨區(qū)域醫(yī)療衛(wèi)生機構

To do so, all counties in China will have at least one general hospital and a Traditional Chinese medicine (TCM) hospital. Trans-regional medical institutions will be tried in the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta regions.

為實現(xiàn)這一目標，縣級原則上設一個縣辦綜合性醫(yī)院和一個中醫(yī)類醫(yī)院。在首都經(jīng)濟圈(京津冀)、長三角、珠三角等地區(qū)，未來將試行跨區(qū)域統(tǒng)籌設置醫(yī)療衛(wèi)生機構。

文中的trans-regional medical institutions就是指“跨區(qū)域醫(yī)療衛(wèi)生機構”。會議確定，原則上將按照每千服務人口不少于1名的標準(every 1,000 residents in the countryside have access to at least one doctor)在全國配備鄉(xiāng)村醫(yī)生(rural doctors)。采取公建民營(public-private partnerships)、政府補助(government subsidies)等方式，支持村衛(wèi)生室(village medical institutions)建設和設備購置。

針對鄉(xiāng)村醫(yī)生普遍專業(yè)素質有待提高的現(xiàn)狀，國家層面將致力扶持開展免費培訓(extra training for free)和脫產(chǎn)進修(further education opportunities)，建立鄉(xiāng)村全科執(zhí)業(yè)助理醫(yī)師制度，優(yōu)化醫(yī)療資源配置(optimize the allocation of medical resources)，加強基層醫(yī)療機構(grassroots medical institutions)服務能力。
