中國(guó)重拳治理水污染 上半年啟動(dòng)8000個(gè)治污項(xiàng)目

據(jù)路透社8月24日?qǐng)?bào)道，中國(guó)環(huán)保部在一份通報(bào)中說，今年上半年中國(guó)啟動(dòng)了將近8000個(gè)水污染治理項(xiàng)目，總投資6674億元人民幣。治理行動(dòng)覆蓋全國(guó)325個(gè)地表水污染點(diǎn)。

China launched nearly 8,000 water clean-up projects in the first half of 2017 with projected total investment of 667.4 billion yuan ($100 billion), the environment ministry said on Thursday.

環(huán)保部24日稱，2017年上半年中國(guó)啟動(dòng)了近8000個(gè)水污染治理項(xiàng)目，總投資6674億元人民幣。

據(jù)悉，環(huán)保部在通告中表示，這些水污染治理項(xiàng)目(water clean-up projects)是2015年的一項(xiàng)水污染防治行動(dòng)計(jì)劃的一部分(part of a 2015 action plan to treat and prevent water pollution)，涉及全國(guó)325處受污染的地表水(cover 325 contaminated surface water sites across the country)。

通報(bào)說，全國(guó)一共確認(rèn)343個(gè)污染點(diǎn)(a total of 343 contaminated sites had been identified)，也就是說，近95%編制實(shí)施了達(dá)標(biāo)方案(95 percent had drawn up plans to bring water quality up to required standards)。

但是，通報(bào)指出，部分地區(qū)進(jìn)展滯后(some regions were still behind schedule)，按期保質(zhì)完成2017年重點(diǎn)任務(wù)的形勢(shì)嚴(yán)峻。

報(bào)道稱，中國(guó)竭力要增加供應(yīng)(increase supplies)，保障糧食與能源安全(guarantee future food and energy security)，為此中國(guó)承諾大幅改善主要水體的水質(zhì)(make significant improvements in its major waterways)，打擊采礦、煉鋼、紡織、印刷和煉油等高污染行業(yè)排放未經(jīng)處理的廢水(curb untreated wastewater from highly polluting sectors like mining, steelmaking, textiles, printing and oil refining)。

環(huán)保部本月說，2017年上半年水質(zhì)已經(jīng)整體好轉(zhuǎn)(overall water quality had improved)，但部分地區(qū)不達(dá)標(biāo)樣本的數(shù)量上升(some regions registered an increase in substandard samples over the period)。

報(bào)道稱，中國(guó)將水供應(yīng)分為六級(jí)(grades its water in six bands)，最低一級(jí)是“劣Ⅴ類”(below grade 5)，是指供水甚至無法用于工業(yè)和灌溉用途(unusable even for industrial or irrigation purposes)，被描述為“黑臭”水體("black and stinky" water)。

環(huán)保部說，全國(guó)地級(jí)及以上城市2100個(gè)黑臭水體中，44.1%完成整治工程(completed treatment projects)。環(huán)保部還說，今年上半年全國(guó)新(改、擴(kuò))建污水處理設(shè)施809個(gè)，但是天津、江西、內(nèi)蒙古、廣西、新疆、湖北、廣東等地的工作相對(duì)滯后(had fallen behind)。

報(bào)道稱，作為建立新制度的一部分，全國(guó)目前已經(jīng)任命了20萬名“河長(zhǎng)”(river chiefs)，該制度旨在讓地方官員在改善水質(zhì)、防治污染方面負(fù)起更多責(zé)任(making local officials more accountable when it comes to improving water quality and curbing pollution)。
