137所高校入選“雙一流”建設(shè)名單

9月21日，教育部、財(cái)政部、國(guó)家發(fā)展改革委公布世界一流大學(xué)和一流學(xué)科(簡(jiǎn)稱“雙一流”)建設(shè)高校及建設(shè)學(xué)科名單，共有137所高校入圍。其中，一流大學(xué)建設(shè)高校共計(jì)42所,一流學(xué)科建設(shè)高校共計(jì)95所。

The Ministry of Education, the Ministry of Finance, and the National Development and Reform Commission on Thursday jointly released a selected list of universities and colleges, which will participate in the country’s construction plan of world-class universities and first-class disciplines.

9月21日，教育部、財(cái)政部、國(guó)家發(fā)展改革委公布世界一流大學(xué)和一流學(xué)科建設(shè)高校及建設(shè)學(xué)科名單。

“雙一流”("Double First-Class" initiative)是黨中央、國(guó)務(wù)院作出的重大戰(zhàn)略決策。2015年8月18日，中央全面深化改革領(lǐng)導(dǎo)小組(the Central Leading Group for Comprehensively Continuing Reform)第十五次會(huì)議討論《統(tǒng)籌推進(jìn)世界一流大學(xué)和一流學(xué)科建設(shè)總體方案》，并在當(dāng)年10月由國(guó)務(wù)院印發(fā)。

《方案》提出，到2020年，若干所大學(xué)和一批學(xué)科進(jìn)入世界一流行列(a number of universities and disciplines are developed into world-class ones)，若干學(xué)科進(jìn)入世界一流學(xué)科前列(a number of disciplines are in the leading position among world-class disciplines);到本世紀(jì)中葉，一流大學(xué)和一流學(xué)科的數(shù)量和實(shí)力進(jìn)入世界前列(the number and capability of first-class universities and disciplines ranks among the best in the world)，基本建成高等教育強(qiáng)國(guó)(make China an international higher education power)。

本次公布的“雙一流”建設(shè)高校及學(xué)科名單中共有137所高校，其中，一流大學(xué)建設(shè)高校共計(jì)42所(42 universities and colleges will be developed into first-class educational institutions)，這里面A類高校36所，包括北京大學(xué)、中國(guó)人民大學(xué)、清華大學(xué)、北京航空航天大學(xué)等，B類高校6所，包括東北大學(xué)、鄭州大學(xué)、湖南大學(xué)、云南大學(xué)、西北農(nóng)林科技大學(xué)、新疆大學(xué)。一流學(xué)科建設(shè)高校共計(jì)95所(95 universities will focus on building their preponderant disciplines into first-rate ones)，包括北京交通大學(xué)、北京工業(yè)大學(xué)、北京科技大學(xué)等。

“雙一流”建設(shè)高校通過競(jìng)爭(zhēng)優(yōu)選(competitive selection)、專家評(píng)選(expert evaluation)、政府比選(government assessment)、動(dòng)態(tài)篩選(periodic screening)產(chǎn)生。有關(guān)負(fù)責(zé)人強(qiáng)調(diào)，此次遴選認(rèn)定所產(chǎn)生的是“建設(shè)”高校及“建設(shè)”學(xué)科，重點(diǎn)在“建設(shè)”(developing)，是邁向世界一流的起點(diǎn)，而不是認(rèn)定這些學(xué)校和學(xué)科就是世界一流大學(xué)和一流學(xué)科(it doesn’t mean that those universities and disciplines have already been recognized as first-class ones)，能否成為世界一流大學(xué)和一流學(xué)科還要看最終的建設(shè)成效。

我國(guó)曾經(jīng)在1995年和1998年分別推出了兩個(gè)高等教育重點(diǎn)建設(shè)項(xiàng)目，即“211工程”和“985工程”。

“211工程”(Project 211)，即面向21世紀(jì)、重點(diǎn)建設(shè)100所左右的高等學(xué)校和一批重點(diǎn)學(xué)科的建設(shè)工程(the project of building 100 or so key higher educational institutions and a number of key disciplines for the 21st century)，于1995年11月經(jīng)國(guó)務(wù)院批準(zhǔn)后正式啟動(dòng)。“211工程”是新中國(guó)成立以來由國(guó)家立項(xiàng)在高等教育領(lǐng)域進(jìn)行的規(guī)模最大、層次最高的重點(diǎn)建設(shè)工作，是中國(guó)政府實(shí)施“科教興國(guó)”戰(zhàn)略(the strategy of reinvigorating the country through science and education)的重大舉措、中華民族面對(duì)世紀(jì)之交的中國(guó)國(guó)內(nèi)外形勢(shì)而作出的發(fā)展高等教育的重大決策。

“985工程”(Project 985)，是由時(shí)任國(guó)家主席江澤民1998年5月4日在慶祝北京大學(xué)建校100周年大會(huì)上率先提出的。1999年，國(guó)務(wù)院批轉(zhuǎn)教育部《面向21世紀(jì)教育振興行動(dòng)計(jì)劃(Action Plan for Education Rejuvenation for the 21st Century)》，“985工程”正式啟動(dòng)建設(shè)。截止2011年3月31日，全國(guó)共有39所“985”高校。

有關(guān)負(fù)責(zé)人介紹，“雙一流”建設(shè)不搞全體發(fā)動(dòng)、推倒重來，既充分考慮“211工程”“985工程”等高等教育重點(diǎn)建設(shè)基礎(chǔ)，繼承好已有建設(shè)成效，同時(shí)堅(jiān)持競(jìng)爭(zhēng)開放、動(dòng)態(tài)調(diào)整，打破身份固化，強(qiáng)化績(jī)效激勵(lì)，深化綜合改革，切實(shí)推動(dòng)高校內(nèi)涵式發(fā)展、提高質(zhì)量。
