體育總局發(fā)通知規(guī)范廣場(chǎng)舞活動(dòng)

體育總局近日發(fā)布《關(guān)于進(jìn)一步規(guī)范廣場(chǎng)舞健身活動(dòng)的通知》。通知提出，要嚴(yán)格規(guī)范廣場(chǎng)舞健身活動(dòng)行為，體育部門要及時(shí)化解在廣場(chǎng)舞健身活動(dòng)中產(chǎn)生的矛盾沖突。

Adding to the administration's first guideline issued in 2015, the new measure urges regional government agencies to better plan and supervise the use of public exercise venues - parks and open spaces in urban areas - for square dancing and other forms of exercise, along with other leisure activities.

在2015年發(fā)布的首個(gè)規(guī)范基礎(chǔ)上，此次體育總局發(fā)布的新規(guī)要求，地方政府機(jī)構(gòu)對(duì)城市公園和空地等廣場(chǎng)舞及其他健身、休閑活動(dòng)場(chǎng)地使用更好地規(guī)劃和監(jiān)管。

廣場(chǎng)舞(square dancing)是我國(guó)廣大中老年女性喜愛的一項(xiàng)健身休閑活動(dòng)(fitness and leisure activity)，有數(shù)據(jù)顯示，目前全國(guó)大約有1.2億人定期參與廣場(chǎng)舞活動(dòng)。

《通知》指出，目前我國(guó)廣場(chǎng)舞健身活動(dòng)依然存在場(chǎng)地不足(lack of venues)、噪音擾民(loud and disturbing noises)、管理服務(wù)不到位(inadequate management)等突出問題，個(gè)別地方甚至發(fā)生了健身群眾搶占活動(dòng)場(chǎng)地的沖突，成為社會(huì)輿論關(guān)注的焦點(diǎn)。

《通知》明確，通過擴(kuò)大增量(planning new venues)和盤活存量(making full use of existing venues)，科學(xué)規(guī)劃、統(tǒng)籌建設(shè)廣場(chǎng)舞健身活動(dòng)場(chǎng)地，多措并舉增加廣場(chǎng)舞健身活動(dòng)場(chǎng)地供給。

《通知》強(qiáng)調(diào)，積極引導(dǎo)場(chǎng)地管理單位制定廣場(chǎng)舞健身活動(dòng)管理規(guī)范，不得在烈士陵園等莊嚴(yán)場(chǎng)所開展廣場(chǎng)舞健身活動(dòng)(square dancing is not allowed at venues intended for solemn activities)，不得通過廣場(chǎng)舞健身活動(dòng)非法斂財(cái)、傳播封建迷信思想(raking in money by illegal means and spreading feudal superstition)，不得因廣場(chǎng)舞健身活動(dòng)產(chǎn)生噪音影響周邊學(xué)生上課和居民正常生活(disturbing daily life of students and residents living nearby)，不得因參加廣場(chǎng)舞健身活動(dòng)破壞自然生態(tài)、環(huán)境衛(wèi)生和公共場(chǎng)地設(shè)施(damage natural environment, environmental sanitation and public facilities)，擾亂社會(huì)治安、公共交通等公共秩序(disturbing social order and public transportation)。

2015年3月，為了規(guī)范和推廣廣場(chǎng)舞，國(guó)家體育總局和文化部于3月23日推出了12套由由專業(yè)舞蹈演員(professional dancers)和健身教練(fitness trainers)精心編排的舞蹈動(dòng)作(choreographed practices)。

2017年3月1日，《北京市全民健身?xiàng)l例》正式開始施行。條例提倡文明開展個(gè)人、集體健身活動(dòng)并指出，不得擾亂公共秩序(disturbing public order)、宣揚(yáng)迷信(advocating superstition)、影響他人正常工作、學(xué)習(xí)和生活(affecting other people's work, studies or life)，情節(jié)嚴(yán)重者將構(gòu)成違反治安管理行為，由公安機(jī)關(guān)依法給予治安管理行政處罰。
