習近平：全面貫徹落實總體國家安全觀 開創(chuàng)新時代國家安全工作新局面

President Xi Jinping on Tuesday called for efforts to fully implement a holistic approach to national security and break new ground in national security in the new era. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks at the first meeting of the 19th CPC Central Committee National Security Commission, which he heads.

中共中央總書記、國家主席、中央軍委主席、中央國家安全委員會主席習近平4月17日在十九屆中央國家安全委員會第一次會議上強調(diào)，全面貫徹落實總體國家安全觀，開創(chuàng)新時代國家安全工作新局面。

習近平強調(diào)，要加強黨對國家安全工作的集中統(tǒng)一領導(strengthen the centralized, unified leadership of the Party over national security)，正確把握當前國家安全形勢，全面貫徹落實總體國家安全觀，努力開創(chuàng)新時代國家安全工作新局面，為實現(xiàn)“兩個一百年”奮斗目標、實現(xiàn)中華民族偉大復興的中國夢提供牢靠安全保障(provide a firm safety guarantee for realizing the two centenary goals and the Chinese Dream of national rejuvenation)。

“兩個一百年”奮斗目標two centenary goals

在中國共產(chǎn)黨成立一百年時全面建成小康社會，在新中國成立一百年時建成富強民主文明和諧的社會主義現(xiàn)代化國家。

To finish building a moderately prosperous society in all respects by the time the Communist Party of China celebrates its centenary in 2021; and to turn China into a modern socialist country that is prosperous, strong, democratic, culturally advanced, and harmonious by the time the People’s Republic of China celebrates its centenary in 2049.

習近平強調(diào)，

全面貫徹落實總體國家安全觀，必須堅持統(tǒng)籌發(fā)展和安全兩件大事(to fully implement the holistic approach to national security, both development and security should be ensured)，既要善于運用發(fā)展成果夯實國家安全的實力基礎，又要善于塑造有利于經(jīng)濟社會發(fā)展的安全環(huán)境;

堅持人民安全、政治安全、國家利益至上的有機統(tǒng)一(the integration of protecting the people's safety, maintaining political safety and safeguarding national interests)，人民安全是國家安全的宗旨，政治安全是國家安全的根本，國家利益至上是國家安全的準則，

實現(xiàn)人民安居樂業(yè)(the people live and work in peace and contentment)、黨的長期執(zhí)政(long-term rule of the Party)、國家長治久安(enduring peace and stability of the country);

堅持立足于防，又有效處置風險(effectively deal with risks while prioritizing risk prevention);

堅持維護和塑造國家安全，塑造是更高層次更具前瞻性的維護，要發(fā)揮負責任大國作用，同世界各國一道，推動構建人類命運共同體(China will continue to play its role as a responsible major country and push to build a community of shared future for the mankind);

習近平指出，國家安全工作要適應新時代新要求(the work regarding national security should meet the new requirements in the new era)，一手抓當前、一手謀長遠，切實做好維護政治安全(safeguard political security)、健全國家安全制度體系(establish sound national security systems and institutions)、完善國家安全戰(zhàn)略和政策(improve strategies and policies)、強化國家安全能力建設(enhance capacity-building)、防控重大風險(prevent and control risks)、加強法治保障(promote rule of law)、增強國家安全意識(raise the national security awareness)等方面工作。

【背景知識】

2014年4月15日，中共中央總書記、國家主席、中央軍委主席、中央國家安全委員會主席習近平在主持召開中央國家安全委員會第一次會議時提出，堅持總體國家安全觀，走出一條中國特色國家安全道路(national security path with Chinese characteristics)。首次提出總體國家安全觀(an overall national security outlook)，并首次系統(tǒng)提出“11種安全”。
