中共中央政治局11月30日就加強(qiáng)我國(guó)知識(shí)產(chǎn)權(quán)保護(hù)工作舉行集體學(xué)習(xí)。中共中央總書記習(xí)近平在主持學(xué)習(xí)時(shí)強(qiáng)調(diào)，知識(shí)產(chǎn)權(quán)保護(hù)工作關(guān)系國(guó)家治理體系和治理能力現(xiàn)代化，關(guān)系高質(zhì)量發(fā)展，關(guān)系人民生活幸福，關(guān)系國(guó)家對(duì)外開(kāi)放大局，關(guān)系國(guó)家安全，要全面加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)工作。

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has stressed strengthening the protection of intellectual property rights (IPR) comprehensively. Xi made the remarks while presiding over a group study session of the Political Bureau of the CPC Central Committee held on Nov 30. IPR protection relates to the modernization of China's governance system and capacity, high-quality development, people's happiness, the overall situation of the country's opening up to the outside world, and national security, Xi said.

加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)，是完善產(chǎn)權(quán)保護(hù)制度最重要的內(nèi)容，也是提高我國(guó)經(jīng)濟(jì)競(jìng)爭(zhēng)力的最大激勵(lì)。我國(guó)知識(shí)產(chǎn)權(quán)保護(hù)工作，新中國(guó)成立后不久就開(kāi)始了。黨的十八大以來(lái)，黨中央把知識(shí)產(chǎn)權(quán)保護(hù)工作擺在更加突出的位置，部署推動(dòng)了一系列改革，出臺(tái)了一系列重大政策、行動(dòng)、規(guī)劃，實(shí)行嚴(yán)格的知識(shí)產(chǎn)權(quán)保護(hù)制度，堅(jiān)決依法懲處侵犯合法權(quán)益特別是侵犯知識(shí)產(chǎn)權(quán)行為。

2019年11月，中共中央辦公廳和國(guó)務(wù)院辦公廳聯(lián)合印發(fā)《關(guān)于強(qiáng)化知識(shí)產(chǎn)權(quán)保護(hù)的意見(jiàn)》。意見(jiàn)提出，牢固樹(shù)立保護(hù)知識(shí)產(chǎn)權(quán)就是保護(hù)創(chuàng)新的理念，堅(jiān)持嚴(yán)格保護(hù)、統(tǒng)籌協(xié)調(diào)、重點(diǎn)突破、同等保護(hù)，不斷改革完善知識(shí)產(chǎn)權(quán)保護(hù)體系，綜合運(yùn)用法律、行政、經(jīng)濟(jì)、技術(shù)、社會(huì)治理手段強(qiáng)化保護(hù)，促進(jìn)保護(hù)能力和水平整體提升。力爭(zhēng)到2022年，侵權(quán)易發(fā)多發(fā)現(xiàn)象得到有效遏制，權(quán)利人維權(quán)“舉證難、周期長(zhǎng)、成本高、賠償?shù)?rdquo;的局面明顯改觀。到2025年，知識(shí)產(chǎn)權(quán)保護(hù)社會(huì)滿意度達(dá)到并保持較高水平，保護(hù)能力有效提升，保護(hù)體系更加完善，尊重知識(shí)價(jià)值的營(yíng)商環(huán)境更加優(yōu)化，知識(shí)產(chǎn)權(quán)制度激勵(lì)創(chuàng)新的基本保障作用得到更加有效發(fā)揮。

全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家，必須從國(guó)家戰(zhàn)略高度和進(jìn)入新發(fā)展階段要求出發(fā)，全面加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)工作，促進(jìn)建設(shè)現(xiàn)代化經(jīng)濟(jì)體系，激發(fā)全社會(huì)創(chuàng)新活力，推動(dòng)構(gòu)建新發(fā)展格局。
