非關(guān)稅壁壘是限制進(jìn)口的另一種手段。

A: Can you give me an example?

B: For example, some countries restrict imports by quantitative restriction.

例如，某一個(gè)國(guó)家通過(guò)數(shù)量上的限制來(lái)限制進(jìn)口。

A: Why?

為什么要這樣做呢?

B: This is used to protect local industries, or to achieve certain political objectives.

這樣有利于保護(hù)當(dāng)?shù)禺a(chǎn)業(yè)，或者達(dá)到某些政治目的。

A: Oh! Are there other means?

哦!還有其他手段嗎?

B: Technical barriers are set for imported goods.

還有為進(jìn)口商品制定技術(shù)性貿(mào)易壁壘。

A: This is designed to exclude them from domestic market, isn't it?

這樣就可以把這些進(jìn)口商品排除在國(guó)內(nèi)市場(chǎng)之外，是嗎?

B: Yes. Some countries may use some of the unncessary health rules to exclude foreign food.

是呀，有的國(guó)家還有可能使用一些不必要的衛(wèi)生規(guī)則來(lái)排斥國(guó)外食品。

“exclude...from...”是“把……排除在外”的意思。例如：We can not exclude the children of migrantworkers from the classroom. 我們不能把農(nóng)民工的孩子排除在教室之外。
