最近芬蘭的“基本收入”（Basic Income）計(jì)劃成為人們熱議的焦點(diǎn)：聽說那里計(jì)劃每月給每位公民發(fā)放約合4200人民幣的福利？

不少人感慨：北歐的福利就是好啊，在家躺著都能拿工資。

而實(shí)際上這只是芬蘭政府機(jī)構(gòu)試水“全民基本收入”（Universal Basic Income）的一個(gè)試驗(yàn)而已；被選中的人并非自愿報(bào)名，而是強(qiáng)制性參與試驗(yàn)；還有人指出，這項(xiàng)試驗(yàn)內(nèi)容甚至算不上“基本收入”（Basic Income）制度，因?yàn)樗庠诖碳ぞ蜆I(yè)，而非增進(jìn)社會福利……
