Governments should offer a free university education to any student who has been admitted to a university but who cannot afford the tuition.

Write a response in which you discuss your views on the policy and explain your reasoning for the position you take. In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequences shape your position.

（1）政府“應(yīng)當(dāng)做”與政府“能做”是一個概念嗎？你能否列舉一兩件政府想做卻做不到的事情？例如：消除貧困、讓所有人都能看得起病。

（4）大學(xué)教育是通才教育還是專才教育？大學(xué)的種類有何不同？要保證社會公平，應(yīng)該將精力花在通才教育上還是專才教育上？

（5）我們更應(yīng)該將教育視作一種商品，還是一個保證社會公平的途徑？抑或是二者兼而有之？這將如何影響你的判斷？

Coming from a poor small town, I myself have known many teenagers, especially girls, who were forced to drop university due to financial difficulty. In order to save money for her younger brother, my best friend was cut off financially by their parents and never entered university despite the fact that she was much more excellent in school than her brother. I saw her crying silently alone yet couldn't comfort her by any means. If she were given the chance, I'm sure she could have become a talent in certain field.
