Attempts by Vladimir Putin, Russia's prime minister, to present a nuanced view of the 1939 Soviet invasion of Poland fell flat with his hosts during yesterday's ceremonies marking the 70th anniversary of the second world war's outbreak.

While Chancellor Angela Merkel of Germany accepted full responsibility for the war, Mr Putin was much more careful with his phrasing.

Although he admitted that the Ribbentrop-Molotov pact, which opened the way for a joint attack on Poland by Nazi Germany and the Soviet Union, was “immoral”, he focused on the Soviet losses suffered following the Nazis' decision to break their alliance with Moscow and invade in 1941. He pointed out that many other countries had signed treaties with Nazi Germany in the 1930s.

By contrast, Ms Merkel addressed more than 20 world leaders attending the ceremonies in Gdansk, saying: “I pay tribute to the 60m people who lost their lives in this war unleashed by Germany.” The scars remained today, she added.

The Gdansk memorial was in honour of the Polish defenders of Westerplatte military base, which came under fire from the German battleship Schleswig-Holstein on September 1 1939.

In an earlier meeting with Donald Tusk, Poland's prime minister, Mr Putin pointed out that Poland had signed a non-aggression treaty with Germany in 1934, and that leading European powers had agreed to the dismemberment of Czechoslovakia in 1938.

Mr Tusk, was has been careful not to play up tensions with Russia, responded, saying: “The Ribbentrop-Molotov pact led to the attack on Poland.”

Polish feelings were further inflamed when speakers at a Moscow conference yesterday accused Poland of collaborating with Germany before the war.

Lech Kaczynski, Poland's president, was even more open about his views of the Soviet Union than Mr Tusk, comparing the murder of more than 20,000 Polish officers by Soviet forces to the Holocaust. “Jews died because they were Jews; Polish officers because they were Poles,” he said.
