卡梅倫對南中國海糾紛表態(tài)

David Cameron arrived at the Group of Sevensummit in Japan on Wednesday and added his voiceto pressure on China to abide by international law indisputes in the South China Sea.

戴維•卡梅倫(David Cameron)周三抵達(dá)日本出席七國集團(tuán)(G7)峰會,他在南中國海糾紛問題上表態(tài),加大了國際社會要求中國遵守國際法的壓力。

The British prime minister is suspected by the US oftoning down criticism of China as he tries to makethe UK the “best partner in the west” to Beijing,setting up an awkward G7 session on Asian security issues on Thursday.

英國首相近來受到美國的懷疑,認(rèn)為他淡化對中國的批評,以達(dá)到讓英國成為北京方面“在西方的最佳合作伙伴”的目的。美方的這種猜忌給周四舉行的有關(guān)亞洲安全問題的G7會議搭起一個尷尬的舞臺。

But Mr Cameron made clear he backed other countries in the region in demanding that Chinarespects a forthcoming ruling in The Hague over islands in waters disputed with the Philippines. “On the tribunal case, we believe it is in Britain’s interest to have a rule for the world that isbased on adhering to the institutions and rules of that world — that suits us,” he said.

但卡梅倫明確表示,他支持亞太地區(qū)其他國家的立場,要求中國尊重海牙仲裁庭就中國與菲律賓爭議海域的島嶼即將作出的裁決。“對于這起仲裁案,我們認(rèn)為世界有一套規(guī)則是符合英國利益的,這套規(guī)則基于堅(jiān)守世界的各項(xiàng)制度和規(guī)則——這合乎我們的需要,”他說。

“We want to encourage China to be part of that rules-based world. We want to encourageeveryone to abide by these adjudications. I’m sure that will be something that will bediscussed.”

“我們希望鼓勵中國成為基于規(guī)則的世界的一部分。我們希望鼓勵各方都遵守此類審裁。我肯定那是會上將要討論的內(nèi)容。”

China has not accepted the jurisdiction of The Hague tribunal. The west will then have todecide how to respond, putting strains on relations between Beijing and its western tradingpartners.

中國一直未接受海牙仲裁庭的管轄范圍。這意味著西方將不得不決定如何應(yīng)對,導(dǎo)致北京方面與西方貿(mào)易伙伴之間關(guān)系緊張。

Britain is far from alone in seeking to boost exports to, and inward investment from, China.Angela Merkel, German chancellor, and President François Hollande of France, who are attendingthe G7 summit, have also made big trade pushes.

英國絕不是唯一尋求促進(jìn)對華出口,并從中國招攬投資的國家。同樣出席G7峰會的德國總理安格拉•默克爾(Angela Merkel)和法國總統(tǒng)弗朗索瓦•奧朗德(François Hollande)也在促進(jìn)對華經(jīng)貿(mào)往來方面付出很大努力。

Officials in Washington have criticised the “constant accommodation” of China by Britain.Last week President Barack Obama lifted the American arms embargo on Vietnam, which isalso in dispute with China, and has backed Japan on the issue.

美國官員曾指責(zé)英國對中國“不斷遷就”。上周,美國總統(tǒng)巴拉克•奧巴馬(Barack Obama)解除了美國對越南的武器禁運(yùn);越南也與中國存在領(lǐng)土爭端,并在爭端中支持日本。

Mr Cameron said the summit would discuss security issues, the fight against Isis, sanctionsagainst Russia and antimicrobial resistance, but there will also be a focus on Britain’s EUreferendum.

卡梅倫表示,此次峰會將討論安全問題、打擊“伊拉克和黎凡特伊斯蘭國”(ISIS)的作戰(zhàn)、對俄羅斯制裁,以及微生物抗藥性,但也將聚焦英國即將舉行的要不要留在歐盟的全民公投。

Although many of the G7 leaders have expressed backing for Britain staying in the EU, thepossibility of a British exit and the pressure that might put on wider European unity remains amatter for concern in western capitals.

雖然多名G7領(lǐng)導(dǎo)人已表態(tài)支持英國留在歐盟,但英國退歐的可能性及其可能給整個歐洲團(tuán)結(jié)帶來的壓力,仍是西方各國首都擔(dān)憂的一件事。

The prime minister played down suggestions of a new G7 statement on the referendum,although at previous summits he has never missed an opportunity to win support from fellowworld leaders for his fight to keep Britain in the EU.
