世界互聯(lián)網(wǎng)大會(huì)發(fā)布的藍(lán)皮書指出，根據(jù)最新發(fā)布的世界互聯(lián)網(wǎng)發(fā)展指數(shù)，中國(guó)在全球的排名僅次于美國(guó)，且發(fā)展形勢(shì)處于穩(wěn)步上升狀態(tài)，排名前五的其他三個(gè)國(guó)家分別是德國(guó)、英國(guó)和新加坡。

世界互聯(lián)網(wǎng)發(fā)展指數(shù)指標(biāo)體系由6個(gè)一級(jí)指標(biāo)、17個(gè)二級(jí)指標(biāo)和33個(gè)三級(jí)指標(biāo)構(gòu)成，涵蓋基礎(chǔ)設(shè)施、創(chuàng)新能力、產(chǎn)業(yè)發(fā)展、互聯(lián)網(wǎng)應(yīng)用、網(wǎng)絡(luò)安全、網(wǎng)絡(luò)治理等六大關(guān)鍵要素。評(píng)價(jià)范圍選取了48個(gè)國(guó)家和地區(qū)，涵蓋五大洲的主要經(jīng)濟(jì)體和互聯(lián)網(wǎng)發(fā)展具有代表性的國(guó)家。

《世界互聯(lián)網(wǎng)發(fā)展報(bào)告2020》和《中國(guó)互聯(lián)網(wǎng)發(fā)展報(bào)告2020》藍(lán)皮書系統(tǒng)全面客觀反映了過去一年來世界和中國(guó)互聯(lián)網(wǎng)發(fā)展情況，內(nèi)容涵蓋互聯(lián)網(wǎng)發(fā)展與治理的進(jìn)程、現(xiàn)狀和態(tài)勢(shì)，涵蓋信息基礎(chǔ)設(shè)施、網(wǎng)絡(luò)信息技術(shù)、數(shù)字經(jīng)濟(jì)、數(shù)字政府和電子政務(wù)、網(wǎng)絡(luò)媒體建設(shè)、網(wǎng)絡(luò)安全、網(wǎng)絡(luò)空間法治建設(shè)、網(wǎng)絡(luò)空間國(guó)際治理等重點(diǎn)領(lǐng)域。

藍(lán)皮書秉持“四項(xiàng)原則”“五點(diǎn)主張”，面對(duì)單邊主義、保護(hù)主義、虛假信息、網(wǎng)絡(luò)犯罪、網(wǎng)絡(luò)安全、數(shù)字鴻溝等世界性問題，強(qiáng)調(diào)攜手構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體的重要性和緊迫性。
