中國(guó)—拉美和加勒比國(guó)家共同體論壇第二屆部長(zhǎng)級(jí)會(huì)議將于1月19日至22日在智利圣地亞哥舉行。應(yīng)智利共和國(guó)外交部長(zhǎng)穆尼奧斯和拉共體輪值主席國(guó)薩爾瓦多共和國(guó)外交部長(zhǎng)馬丁內(nèi)斯邀請(qǐng)，外交部長(zhǎng)王毅將率團(tuán)出席會(huì)議。應(yīng)智利共和國(guó)外交部長(zhǎng)穆尼奧斯、烏拉圭東岸共和國(guó)外交部長(zhǎng)尼恩邀請(qǐng)，王毅外長(zhǎng)還將于1月21日至25日對(duì)智利、烏拉圭進(jìn)行正式訪問(wèn)。

The Second Ministerial Meeting of the Forum of China and Community of Latin American and Caribbean States (CELAC) will be held in Santiago, Chile from January 19 to 22. At the invitation of Foreign Minister Heraldo Muñoz of the Republic of Chile and Foreign Minister Hugo Martínez of the Republic of El Salvador which is now holding the rotating presidency of CELAC, Foreign Minister Wang Yi will lead a delegation to the meeting. He will also be paying official visits to Chile and Uruguay from January 21 to 25 at the invitation of Foreign Minister Heraldo Muñoz of the Republic of Chile and Foreign Minister Rodolfo Nin Novoa of the Oriental Republic of Uruguay.

Q: Yesterday, the Iranian foreign ministry spokesperson said that China has offered maximum coordination with the Iranian side over the Sanchi oil tanker accident. We know that you've been responding to the relevant questions for many days. Do you have anything to add in light of the latest remarks of the Iranian foreign ministry spokesperson? How will China deal with the follow-up matters?

答：東海油船事故發(fā)生后，中方始終高度重視“桑吉”號(hào)油船的搜救工作。中國(guó)領(lǐng)導(dǎo)人在事故發(fā)生之后第一時(shí)間即指示有關(guān)部門(mén)全力搜救。事故發(fā)生當(dāng)天，中方就調(diào)集了9艘船只全力進(jìn)行搜救。從第二天起，現(xiàn)場(chǎng)救援船只始終保持在13艘以上，中方還協(xié)調(diào)了韓國(guó)、日本船只參與搜救，并從上海、江蘇等地調(diào)集力量參加搜救。

A: China attaches high importance to the rescue work of the Sanchi oil tanker. The Chinese leaders ordered all-out efforts as soon as the accident happened. On the day the accident happened, China assembled nine vessels for search and rescue, and the number of rescue ships has maintained at 13 and above since the second day. We also coordinated with ROK and Japanese vessels and mobilized resources from Shanghai and Jiangsu.

伊朗勞工部長(zhǎng)、駐華大使事發(fā)后不久就抵達(dá)上海，見(jiàn)證了中方進(jìn)行救援工作的全過(guò)程。伊方派出的救援人員也很快抵達(dá)了難船所在地點(diǎn)。伊勞工部長(zhǎng)回國(guó)后表示，中方并未延誤救火，一直竭盡全力滅火救人。正如你所說(shuō)，昨天，伊外交部發(fā)言人也表示，“桑吉”輪沉沒(méi)前，中伊各方救援力量已做好登船準(zhǔn)備，最終因爆燃未果。這位發(fā)言人指出，對(duì)于這樣復(fù)雜的事故，前陣子有關(guān)方面指稱(chēng)中方?jīng)]有盡力救援的說(shuō)法是不正確的，不能在沒(méi)有仔細(xì)調(diào)查的情況下指責(zé)別人。目前來(lái)看，中方已最大程度給予了伊方必要配合。

The Iranian labor minister and ambassador to China arrived in Shanghai very soon and witnessed the whole process as China carried forward with its search and rescue work. The rescue teams sent by the Iranian side also arrived at the site very quickly. The Iranian labor minister said when he returned to Iran that China wasted no moment in putting out the fire and saving lives. As the Iranian foreign ministry spokesperson said, before the Sanchi oil tanker went down, both China and Iran were ready to board the ship, but aborted the plan because of sudden deflagration. In the case of such a complicated accident, it is not right to accuse China of holding back in its rescue efforts without going through necessary investigation. What is obvious at the moment is that China has offered the Iranian side all the necessary coordination to the best of its capability.

伊方上述表態(tài)可以說(shuō)明，前陣子個(gè)別所謂中方救援不力的說(shuō)法不符合事實(shí)，也是不負(fù)責(zé)任的。

The statements from the Iranian side also proved that the previous accusations against China's rescue efforts are wrong and irresponsible.

關(guān)于善后工作，中方領(lǐng)導(dǎo)人已指示有關(guān)部門(mén)依法合規(guī)進(jìn)行妥善處理。我們歡迎伊朗方面參與事故調(diào)查，愿為伊遇難船員家屬來(lái)華提供簽證等方面便利。

As for the follow-up matters, the Chinese side has instructed relevant departments to properly handle them in accordance with laws and regulations. We welcome Iran's participation in the investigation and stand ready to help the family members of the victims get their visas and offer other conveniences.

2　　問(wèn)：出于對(duì)國(guó)家安全的擔(dān)憂(yōu)，美國(guó)國(guó)會(huì)議員敦促美國(guó)電信運(yùn)營(yíng)商AT&T放棄與華為公司的所有合作并反對(duì)讓中國(guó)移動(dòng)進(jìn)入美國(guó)市場(chǎng)。中國(guó)政府對(duì)此有何評(píng)論?

Q: US lawmakers are urging the US telecom firm AT&T to cut all commercial ties with the Chinese phone maker Huawei and are also opposing plans for China Mobile to enter the US market because of national security concerns. What is the Chinese government's response to this?

答：在外交部例行記者會(huì)平臺(tái)，我們一般不評(píng)論具體的商業(yè)合作，你提到的情況我也不掌握，建議你向中國(guó)主管部門(mén)了解。但我也愿指出，中國(guó)政府一向鼓勵(lì)中國(guó)企業(yè)按照市場(chǎng)原則和國(guó)際規(guī)則、在遵守駐在國(guó)法律法規(guī)的前提下開(kāi)展對(duì)外投資合作。同時(shí)，我們也希望各國(guó)能為中國(guó)企業(yè)的經(jīng)營(yíng)提供公平、良好的環(huán)境。

A: At the Foreign Ministry's regular press conference, we rarely comment on specific cases of business cooperation. I am not aware of the details of the situation mentioned by you and I would refer you to competent authorities. I want to point out however that the Chinese government always encourages Chinese enterprises to carry out foreign investment and cooperation in accordance with market principles, international rules and local laws and regulations. Meanwhile, we also hope that relevant countries could level the playing ground and create favorable environment for Chinese enterprises.

我還是想強(qiáng)調(diào)，中美經(jīng)貿(mào)關(guān)系本質(zhì)上是互利共贏的，這已經(jīng)為大量事實(shí)所證明。我們希望中美雙方能夠共同努力維護(hù)兩國(guó)經(jīng)貿(mào)關(guān)系健康穩(wěn)定發(fā)展，這符合雙方的共同利益。

I would like to stress that the China-US economic and trade relations are mutually beneficial in nature, which has been proven by tons of facts. We hope that the two sides could make concerted efforts to maintain the sound and steady development of bilateral economic relations because this serves our common interests.

3　　問(wèn)：一個(gè)關(guān)于朝鮮半島問(wèn)題的“外長(zhǎng)會(huì)”即將在加拿大溫哥華舉行。中方是否對(duì)未被邀請(qǐng)參會(huì)感到遺憾?

Q: There is a meeting of foreign ministers happening in Vancouver about the situation on the Korean Peninsula. Does China regret not being invited?

答：我此前已經(jīng)回答過(guò)相關(guān)的問(wèn)題。你提到的這個(gè)會(huì)議從一開(kāi)始就不具合法性和代表性，中方從一開(kāi)始就持反對(duì)態(tài)度，談不上遺憾不遺憾。

A: I already answered such questions. This meeting you inquired about has no legality and representativeness to speak of from the very beginning, and China is opposed to it from day one. It means nothing for us to talk about regret or not.

4　　問(wèn)： 中國(guó)對(duì)即將在圣地亞哥舉行的中拉論壇有何期待?您是否認(rèn)為本次會(huì)議將取得成果?

Q: Regarding Foreign Minister Wang Yi's upcoming attendance at the Second Ministerial Meeting of the Forum of China and CELAC, we would like to know more about this meeting and China's expectation for it.

答：中拉論壇第二屆部長(zhǎng)級(jí)會(huì)議是論壇部長(zhǎng)級(jí)會(huì)議首次在拉美舉行，也是中共十九大后中拉關(guān)系中的一場(chǎng)重要活動(dòng)。

A: The Second Ministerial Meeting of the Forum of China and CELAC will be the first ministerial-level one to be held in Latin America, marking an important event for China-Latin America relations after China's 19th CPC Congress.

You asked about our expectation. Foreign Minister Wang Yi will take this opportunity to engage with CELAC foreign ministers and discuss ways to promote connectivity, mutually beneficial cooperation, common development, innovation and cooperation. They will also have an in-depth and thorough exchange of views on international and regional issues of common interest and chart the course for the next three-year development and cooperation of the Forum. We sincerely hope that through this meeting, China and CELAC could work together to elevate the China-Latin America comprehensive cooperation partnership of equality, mutual benefit and common development to a higher level.

我想說(shuō)，無(wú)論是中方提出的“一帶一路”倡議，還是中拉全面合作伙伴關(guān)系框架，都不是空洞的，都有實(shí)實(shí)在在的具體合作為支撐。事實(shí)上，中國(guó)和拉美很多國(guó)家在產(chǎn)能、基礎(chǔ)設(shè)施建設(shè)等領(lǐng)域的合作已經(jīng)展開(kāi)，這方面的例子有很多。

I want to add that be it the Belt and Road Initiative proposed by China, or the framework of the China-Latin America comprehensive cooperation partnership, they are not merely empty words and void promises. Rather, they are supported by concrete cooperation projects. In fact, China and many Latin American countries are cooperating on productivity and infrastructure. There is no lack of examples on that.

Q: Yesterday, Russian Foreign Minister Lavrov held his annual press conference, in which he talked about China-Russia cooperation on international and regional issues including the Korean Peninsula situation. What is your response to his remarks?

A: China thinks highly of what Foreign Minister Lavrov said about China-Russia cooperation on international affairs and we agree with his positive statements. As comprehensive strategic partners of coordination, China and Russia have been closely and effectively coordinating and cooperating with each other on a range of major international and regional issues. We are all committed to safeguarding the purposes and principles of the UN Charter and the basic norms universally accepted for international relations, advancing the political settlement of hot-spot issues, and promoting the sound development of such mechanisms as the SCO and BRICS. China and Russia are also taking active efforts to further align the Belt and Road Initiative and the Eurasia Economic Union and advance regional economic integration.

6　　問(wèn)：據(jù)報(bào)道，菲律賓總統(tǒng)府稱(chēng)，杜特爾特總統(tǒng)已經(jīng)作出決定，允許中國(guó)與菲律賓大學(xué)在“賓漢隆起”進(jìn)行科學(xué)研究。中方對(duì)此有何評(píng)論?

Q: The Philippine presidential office said that President Duterte has decided to allow a joint scientific research on the Benham Rise between China and the University of the Philippines. What is your comment?

答：中國(guó)“科學(xué)號(hào)”科學(xué)考察船將于今年1月至2月赴菲律賓群島以東菲方管轄海域開(kāi)展海洋科考活動(dòng)。中方贊賞菲方同意中方有關(guān)科考活動(dòng)并提供便利。我們也歡迎菲方科研機(jī)構(gòu)參與聯(lián)合科考，并愿與菲方一道，繼續(xù)推進(jìn)包括海洋科考在內(nèi)的各領(lǐng)域海上務(wù)實(shí)合作，為雙邊關(guān)系的持續(xù)健康穩(wěn)定發(fā)展?fàn)I造更加良好的氛圍。

A: From January to February, China's scientific research vessel "Kexue" will be conducting marine research activities in waters under the Philippine jurisdiction east off the Philippine Islands. China commends this decision made by the Philippine side on agreeing to China's scientific activities and offering facilitation. We welcome Philippine scientific research institutions' participation and would like to work with them to advance maritime practical cooperation in marine research and other fields so as to create a favorable environment for the sound, steady and sustainable development of bilateral ties.

7　　問(wèn)：加拿大或美國(guó)政府是否邀請(qǐng)了中國(guó)參加“朝鮮半島問(wèn)題外長(zhǎng)會(huì)”?中方為何不參會(huì)?請(qǐng)介紹相關(guān)情況。

Q: Did Canada or the US invite China to take part in the foreign ministers' meeting on the Korean Peninsula situation. Why do you refuse to participate? Can you give us more details?

答：我剛才已經(jīng)說(shuō)了，這個(gè)會(huì)從一開(kāi)始就不具備合法性和代表性。世界已經(jīng)進(jìn)入了21世紀(jì)，在國(guó)際社會(huì)正關(guān)心如何能夠?qū)ふ彝咨妻k法和平解決半島核問(wèn)題并為此作出努力的時(shí)候，個(gè)別國(guó)家卻搬出了冷戰(zhàn)時(shí)期所謂的“聯(lián)合國(guó)軍”名目，并且在半島核問(wèn)題有關(guān)重要參與方?jīng)]有參與的情況下，召集這樣的會(huì)議。我們不知道他們的目的是什么。我想再次重申，這樣的會(huì)沒(méi)有任何代表性和合法性，中方從一開(kāi)始就持反對(duì)態(tài)度。

A: I said just now that this meeting has not the slightest legality and representativeness to speak of. Just think about it. It is the 21st century, and everyone is concerned about and working towards properly and peacefully resolving the Korean Peninsula nuclear issue. But some parties dusted off the Cold War term of "UN Command" and convened a meeting where major parties to the Korean Peninsula nuclear issue are not represented. One has to question what they are going after. I want to repeat that this meeting has no legality and representativeness at all, and China has been opposing it all along.

8　　問(wèn)：中央電視臺(tái)今天早上報(bào)道東海事故油船的漏油依然在擴(kuò)散，請(qǐng)問(wèn)該海域目前情況如何?

Q: What is the situation in the East China Sea because this morning, the CCTV said that the oil slick is expanding?

答：跟大家一樣，我們也十分關(guān)心油船事故發(fā)生后可能在海上帶來(lái)的次生災(zāi)害。我建議你仔細(xì)閱讀一下中國(guó)國(guó)家海洋局連日來(lái)在網(wǎng)站上發(fā)布的信息：確實(shí)已經(jīng)出現(xiàn)了海上油污帶，中方有關(guān)部門(mén)正密集動(dòng)用海上及空中監(jiān)測(cè)力量，進(jìn)一步監(jiān)測(cè)有關(guān)油污帶的發(fā)展動(dòng)向。我們也愿在這方面與有關(guān)方保持合作。具體情況，大家可以向中方主管部門(mén)去了解。

A: We are also very concerned about any possible secondary disasters. I suggest you follow the updates on the website of the State Oceanic Administration. They did confirm that there has formed an oil slick. Relevant departments are monitoring the movement of the slick at sea and in the air. We would cooperate with relevant parties on this. I would refer you to competent authorities for more details.

A piece of information for you. The State Oceanic Administration released some data yesterday on its website, including the coordinates where the tanker sank and the spread and movement of the oil slick. They made it clear that they would continue a multi-dimensional monitoring from the air and sea over the oil slick, closely follow the spread and movement of the oil slick, and evaluate its impact on the ecological environment.

9　　問(wèn)：你能否進(jìn)一步介紹習(xí)近平主席與美國(guó)總統(tǒng)特朗普通話(huà)的細(xì)節(jié)?

Q: Can you give us details of President Xi's call with US President Donald Trump today?

答：中方已經(jīng)及時(shí)發(fā)布了有關(guān)消息。北京時(shí)間今天上午，習(xí)近平主席應(yīng)約同美國(guó)總統(tǒng)特朗普通電話(huà)。兩國(guó)元首重點(diǎn)就中美雙邊關(guān)系及當(dāng)前朝鮮半島形勢(shì)交換了意見(jiàn)。

A: China has released the relevant information in a timely manner. This morning Beijing time, President Xi Jinping talked with President Donald Trump over phone at the latter's request, during which they mainly exchanged views on China-US relations and the current situation on the Korean Peninsula.

關(guān)于中美雙邊關(guān)系，兩國(guó)元首都認(rèn)為中美關(guān)系是十分重要的一組雙邊關(guān)系。雙方討論了在過(guò)去一年中美關(guān)系總體保持健康穩(wěn)定發(fā)展的基礎(chǔ)上，在新的一年，如何通過(guò)進(jìn)一步用好4個(gè)高級(jí)別對(duì)話(huà)機(jī)制，促進(jìn)中美兩軍、禁毒、執(zhí)法、經(jīng)貿(mào)、人文、地方等領(lǐng)域交流合作，推動(dòng)中美雙邊關(guān)系和合作進(jìn)一步向前發(fā)展。特朗普總統(tǒng)也表示，美方高度重視對(duì)華關(guān)系和美中合作。

Regarding China-US relations, both sides believe that their bilateral relations are quite important. In light of the fact that bilateral relations achieved overall sound and steady growth last year, the two heads of state discussed how to make good use of the four high-level dialogue mechanisms in the new year to enhance exchanges and cooperation in such areas as military, anti-drug campaign, law enforcement, trade, culture and people-to-people and sub-national interactions so as to move forward bilateral relations and cooperation. President Trump also said that the US side values its relations with China and US-China cooperation.

兩國(guó)元首也談到了雙邊經(jīng)貿(mào)關(guān)系。習(xí)近平主席明確指出，中美兩國(guó)經(jīng)貿(mào)關(guān)系已經(jīng)給兩國(guó)人民帶來(lái)了實(shí)實(shí)在在的利益。大家也可以想到，中美兩國(guó)經(jīng)貿(mào)合作體量這么大，兩國(guó)經(jīng)貿(mào)關(guān)系中出現(xiàn)一些分歧和摩擦是在所難免的。關(guān)鍵是雙方應(yīng)采取建設(shè)性方式，擴(kuò)大兩國(guó)利益交匯，做大合作蛋糕，妥善處理好雙方關(guān)切的一些經(jīng)貿(mào)問(wèn)題。

The two leaders also discussed the issues concerning bilateral economic relations and trade. President Xi explicitly emphasized that China-US economic relations have delivered tangible benefits to the two peoples. It is inevitable for the two countries with such a big bilateral trade volume to have some differences and frictions in the economic aspect. What is important is for the two sides to focus on adopting a constructive way to expand their converging interests, enlarge the pie of cooperation and properly handle the economic and trade issues of common concern.

習(xí)主席也應(yīng)詢(xún)介紹了中方對(duì)當(dāng)前半島局勢(shì)的看法，指出朝鮮半島形勢(shì)出現(xiàn)一些積極變化。我們對(duì)此是歡迎的，也希望國(guó)際社會(huì)所有有關(guān)各方都能夠珍惜并且抓住當(dāng)前出現(xiàn)的緩和勢(shì)頭，推動(dòng)半島形勢(shì)持續(xù)向好，為恢復(fù)對(duì)話(huà)、妥善解決半島問(wèn)題創(chuàng)造更加有利的條件。特朗普總統(tǒng)也表示，美方重視中方在朝鮮半島問(wèn)題上的重要作用，愿繼續(xù)同中方加強(qiáng)在這一問(wèn)題上的溝通和協(xié)調(diào)。

President Xi also elaborated on China's views on the current situation on the Korean Peninsula upon request and pointed out that China welcomes the emerging positive signs on the Peninsula. We hope that all relevant parties of the international community could cherish and make good use of these positive signs to maintain the momentum of the improvement of DPRK-ROK relations on the Korean Peninsula and create more enabling conditions for the resumption of dialogue and settlement of the Korean Peninsula issue. President Trump also said that the US values China's important role in the Korean Peninsula issue and stands ready to maintain communication and coordination with the Chinese side in this regard.

10　　問(wèn)：韓國(guó)外交部發(fā)言人今天表示，韓方正與中方協(xié)調(diào)有關(guān)中國(guó)政府代表出席平昌冬奧會(huì)的事宜。你能否證實(shí)或發(fā)布相關(guān)消息?

Q: The ROK foreign ministry spokesperson said today that the ROK is coordinating with the Chinese side on the attendance of the Chinese government envoy at the Pyeongchang Winter Olympics. Can you confirm it or do you have any information to release?

答：冬奧會(huì)是世界性的體育盛會(huì)，中方支持韓國(guó)政府舉辦好平昌冬奧會(huì)。關(guān)于中方代表團(tuán)出席冬奧會(huì)的情況，我們會(huì)及時(shí)發(fā)布消息。

The key issue is how to handle differences in a constructive manner without affecting the overall economic cooperation or the bilateral economic and trade relations that have brought tremendous benefits to the people, businesses and industries of China and the United States over the years. During the call, President Xi made it clear that both sides should take a constructive approach to make the cake of cooperation bigger and properly solve the economic and trade issues of mutual concern via opening up their markets to each other. President Trump also said that the US would like to work with China to broaden cooperation in the pragmatic fields, properly handle the economic and trade problems and promote greater development of bilateral relations by strengthening high-level and all levels of exchanges.

We have also noticed those voices in America concerning China-US economic and trade relations. A spokesman for the Chinese Ministry of Commerce last week elaborated on issues such as China-US trade balance and other economic aspects. I will not repeat them here. One point I would like to reiterate is that it would be impossible for the China-US economic and trade relations to keep progressing for nearly 40 years if they had not brought tangible benefits to the business communities and people of the two countries. As far as I know, the trade volume between China and the US in 2017 exceeded 580 billion US dollars. If it were not for the benefit of both sides, the China-US economic and trade relations would not be able to continue such positive and sustained development.
