As agreed by China and the Arab states, the 8th Ministerial Meeting of China-Arab States Cooperation Forum will be held on July 10 in Beijing. State Councilor and Foreign Minister Wang Yi, foreign ministers or representatives from the Arab states and Secretary-General of the League of Arab States will attend the meeting.

 

本屆部長(zhǎng)會(huì)將就進(jìn)一步鞏固中阿傳統(tǒng)友好，推進(jìn)“一帶一路”建設(shè)，共同推動(dòng)建設(shè)新型國(guó)際關(guān)系和構(gòu)建人類(lèi)命運(yùn)共同體，以及加強(qiáng)中阿合作論壇機(jī)制建設(shè)和其他雙方共同關(guān)心的國(guó)際、地區(qū)問(wèn)題進(jìn)行全面、深入的討論。

At the meeting, the relevant parties will have comprehensive and in-depth discussions on further consolidating the traditional friendship between China and the Arab states, advancing the Belt and Road Initiative, jointly building a new type of international relations and forging a community with a shared future for mankind, enhancing the mechanism building of the China-Arab States Cooperation Forum and other international and regional issues of common interest.

 

At the invitation of State Councilor and Foreign Minister Wang Yi, Minister of Foreign Affairs Anders Samuelsen of the Kingdom of Denmark will pay an official visit to China from June 20 to 22.

 

薩穆埃爾森外交大臣訪華期間，中共中央政治局委員、中央外事工作委員會(huì)辦公室主任楊潔篪，國(guó)務(wù)委員兼外交部長(zhǎng)王毅將分別同其舉行會(huì)見(jiàn)、會(huì)談，就雙邊關(guān)系和共同關(guān)心的問(wèn)題交換意見(jiàn)。除北京外，薩穆埃爾森還將赴上海訪問(wèn)。

During this visit, Yang Jiechi, member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Director of the Office of the Foreign Affairs Commission of the CPC Central Committee will meet with Minister of Foreign Affairs Anders Samuelsen and State Councilor and Foreign Minister Wang Yi will hold talks with him, during which they will exchange views on bilateral relations and issues of mutual interest. Besides Beijing, Minister Samuelsen will travel to Shanghai.

Denmark is one of the first western countries to establish diplomatic ties with China. This year marks the 10th anniversary of the China-Denmark comprehensive strategic partnership. We believe that Minister of Foreign Affairs Anders Samuelsen’s visit to China will help step up political mutual trust, expand our practical cooperation across the board and elevate China-Denmark relations to a new level.

Q: According to reports, US President Trump today is expected to have a meeting with his senior trade advisers to finally set the tariffs on Chinese goods, and the decision is expected to come out tomorrow. Is China prepared to win a trade war or are you confident that you can win it?

 

答：我們多次說(shuō)過(guò)，中美經(jīng)貿(mào)關(guān)系的本質(zhì)是合作共贏。我們一貫主張，雙方在相互尊重、平等互利基礎(chǔ)上，通過(guò)對(duì)話(huà)協(xié)商妥善解決有關(guān)經(jīng)貿(mào)問(wèn)題，縮小分歧、擴(kuò)大合作，造福兩國(guó)和兩國(guó)人民。

A: We have said many times that the China-US economic and trade ties are win-win cooperation in nature. We always believe that the two sides should, on the basis of mutual respect, equality and mutual benefit, engage in dialogue and consultation to properly resolve the relevant economic and trade issues, bridge the differences, expand cooperation and deliver benefits to our two countries and two peoples.

 

本月初，美國(guó)商務(wù)部長(zhǎng)羅斯率團(tuán)來(lái)華，與中方進(jìn)行了磋商，取得了積極的、具體的進(jìn)展。

Early this month, US Secretary of Commerce Wilbur Ross led a delegation to China for consultations, which achieved positive and concrete progress.

 

大家應(yīng)該還記得，在磋商后中方發(fā)表了聲明。聲明指出，如果美方出臺(tái)包括加征關(guān)稅在內(nèi)的貿(mào)易制裁措施，雙方談判達(dá)成的所有經(jīng)貿(mào)成果將不會(huì)生效。在此，我謹(jǐn)重申以上這一點(diǎn)。

You may still remember that a statement was issued by the Chinese side after the trade talks. The statement says that all economic and trade outcomes of the talks will not take effect if the US side imposes any trade sanctions including raising tariffs. Hereby, I would like to reaffirm this point.

 

問(wèn)：據(jù)日本媒體報(bào)道，日本企業(yè)近期紛紛加緊行動(dòng)，趕乘“一帶一路”快車(chē)。有的借助中歐班列數(shù)量的增加，開(kāi)始提供自日本經(jīng)中國(guó)通往歐洲的運(yùn)輸服務(wù)，幫助日企將更多產(chǎn)品銷(xiāo)往歐洲。在波蘭等“一帶一路”沿線(xiàn)國(guó)家，日本企業(yè)也通過(guò)中標(biāo)和實(shí)施基礎(chǔ)設(shè)施項(xiàng)目擴(kuò)大了設(shè)備和技術(shù)的出口。請(qǐng)問(wèn)你對(duì)此怎么看？

Q: According to Japanese media reports, Japanese businesses recently have stepped up their efforts to climb aboard the express train of China’s Belt and Road Initiative. With the increase of the China-EU freight trains, some Japanese companies have launched freight transport services linking Japan and Europe via China, which will help export more Japanese products to Europe. In Poland and other countries along the Belt and Road, Japanese enterprises have also expanded equipment and technology exports through bidding for and conducting infrastructure projects. What's your opinion on that?

 

答：我們看到了有關(guān)報(bào)道。這表明越來(lái)越多的日本企業(yè)正在把對(duì)參與“一帶一路”倡議的積極態(tài)度轉(zhuǎn)化為實(shí)際行動(dòng)，國(guó)際上有越來(lái)越多的人對(duì)“一帶一路”建設(shè)的前景充滿(mǎn)信心。

A: We have seen relevant reports. They have shown that an increasing number of Japanese businesses are translating their readiness to engage in the Belt and Road Initiative into concrete actions, and more and more people in the world are fully confident in the prospect of the initiative.

 

中方對(duì)日方參與“一帶一路”建設(shè)一直持開(kāi)放態(tài)度。特別是在共同開(kāi)辟第三方市場(chǎng)方面，中日互補(bǔ)優(yōu)勢(shì)明顯，雙方開(kāi)展相關(guān)合作不僅有利于拓展中日經(jīng)貿(mào)合作，也有利于第三方的經(jīng)濟(jì)發(fā)展。不久前，中日雙方簽署了《關(guān)于中日第三方市場(chǎng)合作事項(xiàng)的備忘錄》，決定設(shè)立跨部門(mén)的“推進(jìn)中日第三方市場(chǎng)合作工作機(jī)制”，相信這將為兩國(guó)企業(yè)開(kāi)展第三方市場(chǎng)合作提供更好的制度保障和有效的合作平臺(tái)。

China always remains open to Japan’s participation in the Belt and Road Initiative. In terms of conducting cooperation in third-party markets in particular, China and Japan enjoy notable complementary strengths. The two sides’ cooperation in this regard will not only help expand China-Japan economic and trade cooperation, but also be conducive to the economic development of the third parties. Not long ago, the two sides signed the China-Japan Memorandum of Understanding on Third-Party Markets Cooperation and decided to set up an inter-agency working mechanism to promote China-Japan cooperation on third-party markets. We believe this will provide better institutional guarantees and an effective platform for Chinese and Japanese businesses to conduct cooperation on third-party markets.

 

我們支持兩國(guó)企業(yè)圍繞“一帶一路”和第三方市場(chǎng)取得更多合作成果，惠及兩國(guó)人民，實(shí)現(xiàn)互利雙贏。

問(wèn)：你剛才宣布了中國(guó)—阿拉伯國(guó)家合作論壇第八屆部長(zhǎng)級(jí)會(huì)議將于下月舉行的消息。上一屆中阿合作論壇部長(zhǎng)級(jí)會(huì)議舉辦以來(lái)，論壇機(jī)制建設(shè)取得了哪些新成就？中方在本屆部長(zhǎng)會(huì)上準(zhǔn)備宣布哪些面向阿拉伯世界的政策舉措？

Q: Just now you announced that the 8th Ministerial Meeting of China-Arab States Cooperation Forum will be held next month. What new achievements have been reaped in terms of mechanism building since the last meeting? What policy measures will the Chinese side announce regarding the Arab world at the upcoming ministerial meeting?

 

答：兩年來(lái)，中阿合作論壇機(jī)制性活動(dòng)順利推進(jìn)，高官會(huì)、高官級(jí)戰(zhàn)略政治對(duì)話(huà)、中阿關(guān)系暨文明對(duì)話(huà)研討會(huì)、能源合作大會(huì)、友好大會(huì)等相繼成功舉辦。中阿在論壇框架下各項(xiàng)合作共識(shí)相繼落地，建立了中阿改革發(fā)展研究中心，啟動(dòng)了中阿翻譯聯(lián)合培養(yǎng)計(jì)劃，舉辦了中阿北斗合作論壇、去極端化圓桌會(huì)議、中阿改革發(fā)展論壇等一系列活動(dòng)。論壇合作領(lǐng)域也拓展延伸到戰(zhàn)后重建、人才培養(yǎng)、婦女交流、高科技合作等方向，內(nèi)涵日益豐富。

A: Over the past two years, the institutional activities under the China-Arab States Cooperation Forum have been advanced smoothly. The Senior Officials’ Meeting, the Strategic and Political Dialogue at the Senior Officials’ Level, the Seminar on China-Arab Relations and China-Arab Civilization Dialogue, the China-Arab Energy Cooperation Conference and the China-Arab Friendship Conference were held successfully. The cooperation consensuses under the framework of the forum have been implemented. We have established the China-Arab Research Center on Reform and Development, launched the Joint Training Program for Chinese-Arabic Translators and held the China-Arab States Beidou Cooperation Forum, Anti-extremism Roundtable and the China-Arab Forum for Development and Reform. The cooperation of the forum has been extended to cover such areas as post-war reconstruction, talents training, women exchanges and high-tech cooperation in more dimensions.

 

本屆部長(zhǎng)會(huì)上，我們?cè)概c阿拉伯國(guó)家進(jìn)一步加強(qiáng)溝通協(xié)作，共同倡導(dǎo)相互尊重、公平正義、合作共贏，繼續(xù)為維護(hù)和促進(jìn)地區(qū)和平穩(wěn)定與發(fā)展發(fā)揮積極作用。據(jù)我了解，現(xiàn)在中阿雙方正在就有關(guān)合作文件加緊磋商，我們?cè)敢庠凇耙粠б宦贰笨蚣芟屡c阿方加強(qiáng)產(chǎn)能、戰(zhàn)后重建、人道發(fā)展、人文交流等領(lǐng)域的合作，更好地支持阿拉伯國(guó)家變革轉(zhuǎn)型和經(jīng)濟(jì)多元化努力。

At the upcoming ministerial meeting, we are willing to further strengthen communication and coordination with the Arab states, jointly champion mutual respect, fairness and justice and win-win cooperation and continue to play a positive role in upholding and promoting regional peace, stability and development. As far as I know, our two sides are stepping up consultations on relevant cooperation documents. We stand ready to enhance cooperation on production capacity, post-war reconstruction, humanitarian development and cultural and people-to-people exchanges with the Arab states under the framework of the Belt and Road Initiative and better support their efforts for national transformation and economic diversification.

 

問(wèn)：據(jù)報(bào)道，美國(guó)國(guó)務(wù)卿蓬佩奧表示，在朝鮮實(shí)現(xiàn)無(wú)核化前，不會(huì)緩和或解除對(duì)朝經(jīng)濟(jì)制裁。中方是否同意美方立場(chǎng)？

Q: US Secretary of State Mike Pompeo reportedly said that economic sanctions on the DPRK will not be eased or lifted until the denuclearization is realized. Does China agree with the US?

 

答：我這兩天已經(jīng)多次就這一問(wèn)題闡明了中方立場(chǎng)。這里我再?gòu)?qiáng)調(diào)一遍，中方認(rèn)為，制裁本身不是目的，各方應(yīng)支持、配合當(dāng)前的外交對(duì)話(huà)和實(shí)現(xiàn)半島無(wú)核化的努力，推動(dòng)半島政治解決進(jìn)程。

A: I kept stating China’s position on this issue most recently. I would like to reiterate here that sanctions per se are not the end. All parties should lend support and cooperation to the current efforts for diplomatic talks and denuclearization of the Korean Peninsula and promote the political settlement process.

 

問(wèn)：你剛才說(shuō)，如果美方出臺(tái)包括加征關(guān)稅在內(nèi)的貿(mào)易制裁措施，雙方談判達(dá)成的所有經(jīng)貿(mào)成果將不會(huì)生效。除了成果不會(huì)生效外，中方是否還會(huì)采取其他反制措施？

Q: You just said that all the economic and trade outcomes reached in negotiations between the two sides will not come into effect if the US takes trade sanction measures, including imposition of tariffs. Apart from that, will China take other countermeasures?

 

答：我再讀一遍聲明里的話(huà)：如果美方出臺(tái)包括加征關(guān)稅在內(nèi)的貿(mào)易制裁措施，雙方談判達(dá)成的所有經(jīng)貿(mào)成果將不會(huì)生效。這里面說(shuō)的是“所有經(jīng)貿(mào)成果”。

A: I would like to repeat the line in the statement for you: all economic and trade outcomes of the talks will not take effect if the US side imposes any trade sanctions including raising tariffs. What we’re talking about here is “all the economic and trade outcomes”.

 

關(guān)于美方對(duì)中方采取單邊主義措施，我們此前已經(jīng)多次表明過(guò)立場(chǎng)，我理解應(yīng)該已經(jīng)說(shuō)得很清楚了。

As to the unilateral measures taken by the US against China, we have stated our position on that on many occasions. I believe we have made it very clear.
