問(wèn)：美國(guó)財(cái)政部稱依然對(duì)人民幣貶值感到擔(dān)憂，正在尋找中方操縱匯率的跡象。你對(duì)此有何評(píng)論？

Q: The US Treasury Department said that it is still concerned about the depreciation of China’s yuan and that it is looking for signs of manipulation. Do you have any comment on that?

 

答：我注意到了近來(lái)的有關(guān)報(bào)道。我想重申，在人民幣匯率問(wèn)題上，中方的立場(chǎng)和態(tài)度十分明確。我們無(wú)意通過(guò)貨幣競(jìng)爭(zhēng)性貶值刺激出口，也不會(huì)把人民幣匯率作為一個(gè)工具應(yīng)對(duì)貿(mào)易或其他經(jīng)濟(jì)領(lǐng)域的爭(zhēng)端。我還想說(shuō)，有關(guān)說(shuō)法是毫無(wú)根據(jù)的猜測(cè)，是不負(fù)責(zé)任的。

A: I have seen relevant reports. I just want to reiterate that China’s position and attitude on the issue of the RMB exchange rate is quite clear. We do not intend to stimulate our exports through competitive currency depreciation, nor will we use the RMB exchange rate as a tool to tackle disputes in trade and other economic fields. I also want to add that the statements you cited are irresponsible as they are just baseless speculations.

 

問(wèn)：美國(guó)領(lǐng)導(dǎo)人近來(lái)發(fā)表講話指責(zé)中方干涉美國(guó)內(nèi)政和選舉。我們注意到昨天王毅國(guó)務(wù)委員兼外長(zhǎng)會(huì)見(jiàn)蓬佩奧國(guó)務(wù)卿時(shí)再次予以了駁斥。你可否介紹有關(guān)情況？

Q: US leaders recently accused China of interfering in their country’s domestic affairs and elections. We noted that State Councilor and Foreign Minister Wang Yi refuted that again in his meeting with US Secretary of State Mike Pompeo yesterday. Do you have more details?

 

答：對(duì)于美國(guó)領(lǐng)導(dǎo)人的無(wú)端指責(zé)，中方從一開(kāi)始就表明了嚴(yán)正立場(chǎng)，指出這純屬捕風(fēng)捉影，不能接受。正如你所說(shuō)，王毅國(guó)務(wù)委員兼外交部長(zhǎng)昨天在會(huì)見(jiàn)美國(guó)國(guó)務(wù)卿蓬佩奧時(shí)，強(qiáng)調(diào)中方在這件事情上光明磊落、問(wèn)心無(wú)愧。

A: China has made clear its stern position from the outset on these groundless accusations by the US leaders. We believe that these baseless statements came out of thin air and are unacceptable. Like you said, when meeting with US Secretary of State Pompeo, State Councilor and Foreign Minister Wang Yi stressed that China holds nothing back and has a clear conscience on this issue.

 

中方歷來(lái)堅(jiān)持不干涉內(nèi)政原則。我們也沒(méi)有興趣干涉美國(guó)的內(nèi)政和選舉。至于美方提到中方利用加征關(guān)稅影響美國(guó)選舉，事實(shí)很清楚，中美經(jīng)貿(mào)摩擦是美方一手挑起的，中方只是被迫作出必要反應(yīng)。這是正當(dāng)?shù)姆佬l(wèi)反擊。我們多次指出，打貿(mào)易戰(zhàn)沒(méi)有贏家。隨著美方對(duì)越來(lái)越多的中國(guó)輸美產(chǎn)品加征關(guān)稅，美國(guó)越來(lái)越多的行業(yè)和地方不可避免地會(huì)受到中方反制措施的影響，這同它們支持哪一個(gè)黨派沒(méi)有關(guān)系。至于美方聲稱中國(guó)媒體在美國(guó)當(dāng)?shù)孛襟w購(gòu)買付費(fèi)版面發(fā)表文章是干涉美國(guó)內(nèi)政，實(shí)際情況是，這是中國(guó)媒體同美國(guó)媒體的合法、正常合作，并不違反美國(guó)法律，很多外國(guó)媒體也都在這么做。把中美之間正常的交流與合作說(shuō)成是干涉美國(guó)內(nèi)政和選舉，完全是牽強(qiáng)附會(huì)，根本站不住腳。就連美國(guó)許多媒體和各界人士都認(rèn)為美國(guó)領(lǐng)導(dǎo)人的這種指責(zé)不可思議、荒唐之至。

China has stayed committed to the principle of non-interference in others’ domestic affairs. Besides, we are not interested in interfering in US domestic affairs and elections. As to what the US said about China using tariffs to influence its elections, the fact is very clear: the trade friction is provoked by the US side alone and the Chinese side is forced to make necessary response. What we’ve done is legitimate defensive countermeasures. As we pointed out many times, there is no winner in a trade war. As the US levels tariffs on more and more Chinese imports, more industries and regions in the US are bound to be impacted by China’s countermeasures, regardless of which party they pledge allegiance. The US side also claimed that China is interfering in its domestic affairs because Chinese media published articles on paid inserts in local newspapers. But the fact is that this is legal and normal cooperation between Chinese and American media which does not violate US laws. Many foreign media also do that. It is absolutely far-fetched and untenable to describe normal exchange and cooperation between China and the US as interference in US domestic politics and elections. Even many US media agencies and American people from different walks of life find such accusations by their leaders unbelievable and absurd.

 

世界上到底是哪個(gè)國(guó)家動(dòng)輒干涉別國(guó)內(nèi)政，國(guó)際社會(huì)早就看得很清楚。我們奉勸美方停止對(duì)中國(guó)的無(wú)端誣蔑和指責(zé)，停止干涉別國(guó)內(nèi)政，停止損害中美關(guān)系的言行。

The international community already has its answer when it comes to which country interferes in others’ domestic affairs without hesitation. We urge the US side to stop its unfounded slanders and accusations against China, stop its interference in others’ domestic affairs, and stop saying or doing anything detrimental to China-US relations.

 

問(wèn)：據(jù)報(bào)道，近日，巴基斯坦鐵道部長(zhǎng)稱，巴方就中巴經(jīng)濟(jì)走廊鐵路項(xiàng)目向中國(guó)借貸的總額削減了20億美元。如有必要，還將繼續(xù)削減20億美元。巴負(fù)擔(dān)不起巨額貸款，對(duì)此保持警惕。上周，巴總理伊姆蘭·汗稱巴政府將重新評(píng)估中巴經(jīng)濟(jì)走廊。你是否認(rèn)為這證實(shí)了此前關(guān)于巴方將重新考慮中巴經(jīng)濟(jì)走廊的報(bào)道？對(duì)此有何評(píng)論？

Q: Pakistan’s Railway Minister has recently said that Pakistan has reduced the loan from China under the CPEC for rail projects by 2 billion dollars. He also said that he wishes to further reduce the cost by another 2 billion dollars. He said that Pakistan is doing this because it cannot afford huge loans and Pakistan’s eyes and ears are open. Last week, Pakistan’s Prime Minister Imran Khan said that his government is reviewing the CPEC project. So, do you think all these developments give credence to the earlier news reports that Pakistan is having a rethink on CPEC? What is your comment?

 

答：你可能只是注意到了報(bào)道中的某一些方面。近來(lái)圍繞中巴經(jīng)濟(jì)走廊建設(shè)，我們注意到一些媒體有各種各樣的評(píng)論，援引了不同的消息。事實(shí)上，你如果能全面看待現(xiàn)在巴基斯坦新政府在中巴經(jīng)濟(jì)走廊建設(shè)問(wèn)題上的態(tài)度，就應(yīng)該注意到，最近伊姆蘭·汗總理所領(lǐng)導(dǎo)的巴基斯坦政府繼續(xù)對(duì)外表明支持中巴經(jīng)濟(jì)走廊建設(shè)，認(rèn)為走廊建設(shè)符合巴自身長(zhǎng)遠(yuǎn)發(fā)展。國(guó)際貨幣基金組織（IMF）赴巴工作組也明確提出，巴基斯坦的債務(wù)負(fù)擔(dān)并不是由中巴經(jīng)濟(jì)走廊建設(shè)有關(guān)合作項(xiàng)目造成的。相反，IMF工作組明確指出，中巴經(jīng)濟(jì)走廊建設(shè)從長(zhǎng)遠(yuǎn)看有利于促進(jìn)巴方自身發(fā)展。

A: You may just have noticed some aspects of the media reports. Recently we did notice various media reports on the building of the CPEC citing different sources. The fact is that if you could adopt a comprehensive perspective regarding the new Pakistani government’s attitude towards the CPEC, you will notice that the Pakistani government under the leadership of Prime Minister Imran Khan continues to voice their support for the CPEC which they believe serves the long-term development of their country. A staff team from the International Monetary Fund (IMF) also made it clear that Pakistan’s debt burden is not caused by relevant cooperation projects of the CPEC. On the contrary, the CPEC will strengthen Pakistan’s capability for development over the long haul, as the IMF team pointed out.

 

我認(rèn)為還是要看到中巴經(jīng)濟(jì)走廊建設(shè)從根本上有利于地區(qū)互聯(lián)互通和持久繁榮，這當(dāng)然符合包括巴基斯坦在內(nèi)的地區(qū)國(guó)家利益。希望大家能注意到，中巴經(jīng)濟(jì)走廊作為“一帶一路”建設(shè)的重要項(xiàng)目，從一開(kāi)始就是中國(guó)和巴基斯坦政府本著共商共建共享原則建設(shè)的。你所提到的所有問(wèn)題，包括項(xiàng)目選擇和有關(guān)融資安排，都是由中巴兩國(guó)政府在平等協(xié)商情況下做出決定。

I still believe it is important to know that the CPEC is conducive to enhancing connectivity and realizing enduring prosperity in the region. This certainly conforms with the interests of Pakistan and other regional countries. Since its inception, the CPEC, as an important project of the Belt and Road Initiative, has been advanced by the Chinese and Pakistani governments under the principle of consultation and contribution for shared benefits. Everyone should recognize that. All the issues that you just raised, including how to choose projects and make financing arrangements, are determined by the Chinese and Pakistani governments together through equal consultation.

 

問(wèn)：你昨天發(fā)布了挪威國(guó)王哈拉爾五世訪華的消息。請(qǐng)介紹哈拉爾五世國(guó)王此次訪問(wèn)有關(guān)安排。中方如何評(píng)價(jià)當(dāng)前中挪關(guān)系？中方對(duì)此訪有何期待？

Q: You announced yesterday that Norwegian King Harald V will be visiting China. Could you tell us more about King Harald V’s visit to China? How does China see its relations with Norway at this point? What are China’s expectations for this visit?

 

答：應(yīng)國(guó)家主席習(xí)近平邀請(qǐng)，挪威國(guó)王哈拉爾五世將于10月11日至20日對(duì)中國(guó)進(jìn)行國(guó)事訪問(wèn)。根據(jù)雙方目前商定的安排，屆時(shí)習(xí)近平主席和夫人彭麗媛女士將為哈拉爾五世國(guó)王夫婦舉行歡迎儀式和歡迎宴會(huì)，習(xí)近平主席將同哈拉爾五世國(guó)王舉行會(huì)談，栗戰(zhàn)書(shū)委員長(zhǎng)等國(guó)家領(lǐng)導(dǎo)人將會(huì)見(jiàn)。除北京外，哈拉爾五世國(guó)王還將赴甘肅、上海、江蘇訪問(wèn)。有關(guān)具體情況，我們會(huì)及時(shí)發(fā)布消息。

A: At the invitation of President Xi Jinping, King Harald V of the Kingdom of Norway will pay a state visit to China from October 11 to 20. According to the schedule agreed by the two sides, President Xi Jinping and Madam Peng Liyuan will host a welcoming ceremony and banquet for King Harald V and his wife. President Xi Jinping will hold talks with King Harald V. Chairman of the NPC Standing Committee Li Zhanshu and other leaders will meet with him. Besides Beijing, King Harald V will also visit Gansu, Shanghai and Jiangsu. Regarding specific information, we will release information in due course.

 

談到中挪關(guān)系，挪威是最早同新中國(guó)建交的西方國(guó)家之一，中挪雙邊合作基礎(chǔ)深厚、前景廣闊。中方相信，此訪將是一個(gè)重要契機(jī)，有助于進(jìn)一步增進(jìn)雙方政治互信，拓展兩國(guó)務(wù)實(shí)合作，增進(jìn)兩國(guó)人民傳統(tǒng)友誼，推動(dòng)中挪關(guān)系進(jìn)一步向前發(fā)展。

As to China-Norway relations, Norway is one of the first Western countries to establish diplomatic ties with the new China. The China-Norway bilateral cooperation enjoys solid foundation and broad prospects. The Chinese side believes that this visit will serve as an important opportunity to help the two sides further improve bilateral political mutual trust, expand practical cooperation, enhance the traditional friendship between the two peoples, and move forward China-Norway relations.
