問(wèn)：據(jù)報(bào)道，中國(guó)將不參加由美國(guó)主辦的、討論向巴勒斯坦提供經(jīng)濟(jì)援助的會(huì)議，該會(huì)議將于6月在巴林舉行。你能否證實(shí)？中方為何不參加此次會(huì)議？

Q: The media yesterday quoted China’s Ambassador to Palestine saying that China would not be attending the meeting organized by the United States on financial aids for the Palestinians to be held in Bahrain in June. Can you confirm and explain why not?

 

答：我沒(méi)有聽(tīng)說(shuō)你說(shuō)的情況，中方迄今為止也沒(méi)有收到任何關(guān)于參會(huì)的正式邀請(qǐng)。但我相信你很清楚，中國(guó)政府在巴勒斯坦問(wèn)題上的立場(chǎng)是明確和一貫的，我們主張堅(jiān)持“兩國(guó)方案”大方向，堅(jiān)持聯(lián)合國(guó)有關(guān)決議、“土地?fù)Q和平”原則、“阿拉伯和平倡議”等國(guó)際共識(shí)和準(zhǔn)則。國(guó)際社會(huì)應(yīng)堅(jiān)持促和不松懈，盡最大努力凝聚各方共識(shí)，傾聽(tīng)有關(guān)當(dāng)事方特別是巴勒斯坦方面的看法和主張。

A: I am not aware of that and China has not received a formal invitation to the meeting. But I am sure you know that the Chinese government’s position on the question of Palestine is clear and consistent. We believe that international consensus and principles including the “two-state solution”, relevant UN resolutions, the principle of “l(fā)and for peace” and the Arab Peace Initiative should be adhered to. The international community should keep up efforts to promote peace, try its best to build consensus and ensure that the voice and propositions of parties concerned, especially Palestine, are heeded.

 

問(wèn)：我們注意到，5月24日，第五屆中美省州長(zhǎng)論壇在美國(guó)肯塔基州列克星敦市閉幕。你能否介紹一下具體情況？

Q: We noted that the fifth China-US Governors Forum concluded in Lexington, Kentucky on May 24. Could you share more information with us?

 

答：確實(shí)，這次中美省州長(zhǎng)論壇引起了中美兩國(guó)社會(huì)的高度關(guān)注。特別是這次中美雙方的與會(huì)人數(shù)還是非常多的。如你所說(shuō)，5月23日至24日，第五屆中美省州長(zhǎng)論壇在肯塔基州列克星敦市成功舉行，論壇氣氛非常熱烈、富有成果。論壇以“共譜中美關(guān)系新篇章”為主題，舉行了多場(chǎng)活動(dòng)。中美兩國(guó)共約400名代表與會(huì)，中方代表包括中國(guó)全國(guó)對(duì)外友協(xié)以及重慶市、陜西省、江西省、甘肅省和駐美使館負(fù)責(zé)人，美方代表包括美國(guó)教育部以及肯塔基、田納西、科羅拉多、密歇根、華盛頓等19個(gè)州負(fù)責(zé)人。

A: Indeed, this forum attracted much attention in both China and the US and the number of participants was quite high. Just like you said, the fifth China-US Governors Forum was successfully held in Lexington, Kentucky from May 23 to 24. It was a lively and fruitful forum. Under the theme of “toward a better future for China-US relations”, many events were organized. About 400 delegates attended the forum, consisting of, from the Chinese side, leaders from the CPAFFC, Chongqing Municipality, Shanxi Province, Jiangxi Province, Gansu Province and the Chinese Embassy in the US, and from the US side, leaders from the Department of Education and 19 states, including Kentucky, Tennessee, Colorado, Michigan, Washington, etc.

 

論壇期間，中美兩國(guó)與會(huì)嘉賓聚焦貿(mào)易投資、教育文化、先進(jìn)制造業(yè)、基礎(chǔ)設(shè)施建設(shè)等議題，深入探討通過(guò)地方交流合作推動(dòng)中美關(guān)系健康穩(wěn)定發(fā)展。雙方地方政府、企業(yè)、院校等機(jī)構(gòu)簽署了加強(qiáng)友好省州關(guān)系以及農(nóng)業(yè)、能源、教育等領(lǐng)域一系列合作協(xié)議。與會(huì)期間，美方地方政要和工商界代表在發(fā)言中紛紛表示，中美關(guān)系十分重要，積極支持兩國(guó)地方政府和各界人士開(kāi)展交往合作，同時(shí)普遍呼吁妥善處理分歧摩擦，維護(hù)兩國(guó)關(guān)系穩(wěn)定發(fā)展。

Delegates focused on such areas as trade, investment, education, culture, advanced manufacturing and infrastructure and had in-depth discussions on how to promote the sound and steady development of China-US relations through sub-national exchange and cooperation. Sub-national governments, businesses and education institutions signed a series of deals on enhancing friendly relations and strengthening cooperation in agriculture, energy and education. Local officials and business leaders from the US emphasized in their speeches the importance of China-US relations, voiced support for exchange and cooperation between local governments and other sectors, and called for a proper settlement of differences and friction to ensure the steady development of the bilateral relationship.

 

此次中美雙方積極出席論壇，再次表明交流合作是中美兩國(guó)民心所向、大勢(shì)所趨。我們?cè)概c美方共同努力，進(jìn)一步深化中美地方和各界交流與合作，更好造福兩國(guó)人民。

問(wèn)：5月27日至28日，聯(lián)合國(guó)亞太經(jīng)社會(huì)第75屆年會(huì)部長(zhǎng)級(jí)會(huì)議在泰國(guó)曼谷舉行。中國(guó)代表團(tuán)出席了此次會(huì)議，請(qǐng)問(wèn)中方如何評(píng)價(jià)本次會(huì)議？

Q: A Chinese delegation attended the ministerial meeting of the 75th session of UN Economic and Social Commission for Asia and the Pacific (ESCAP), which was held from May 27 to 28 in Bangkok, Thailand. How do you view this meeting?

 

答：聯(lián)合國(guó)亞太經(jīng)社會(huì)是聯(lián)合國(guó)最具影響力的區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展機(jī)構(gòu)。本次亞太經(jīng)社會(huì)年會(huì)主題是“增強(qiáng)人民能力，確保包容性和平等”。中國(guó)外交部部長(zhǎng)助理張軍率中國(guó)代表團(tuán)出席了此次會(huì)議，全面參與各項(xiàng)議題討論，闡明了中方在各界關(guān)心問(wèn)題上的政策和立場(chǎng)。

A: ESCAP is the most influential UN agency for regional economic and social development. The theme for this year’s session is “empowering people and ensuring inclusiveness and equality”. Assistant Foreign Minister Zhang Jun attended the meeting as head of the Chinese delegation, participated in the discussions of all agenda items and elaborated on China's position on important issues.

 

張軍部長(zhǎng)助理強(qiáng)調(diào)，在當(dāng)前單邊主義、保護(hù)主義嚴(yán)重沖擊世界經(jīng)濟(jì)，沖擊國(guó)際秩序，沖擊國(guó)際公平正義的形勢(shì)下，亞太經(jīng)社會(huì)應(yīng)秉持初心，把握正確方向，采取有力的行動(dòng)，為本地區(qū)發(fā)展創(chuàng)造開(kāi)放、包容、有利的環(huán)境。亞太各國(guó)應(yīng)更加堅(jiān)定地維護(hù)多邊主義，深化伙伴關(guān)系；更加堅(jiān)定地構(gòu)建開(kāi)放型經(jīng)濟(jì)，促進(jìn)包容發(fā)展；更加堅(jiān)定地推進(jìn)互聯(lián)互通，助力聯(lián)合國(guó)2030年可持續(xù)發(fā)展議程落實(shí)；更加堅(jiān)定地引領(lǐng)創(chuàng)新驅(qū)動(dòng)發(fā)展，開(kāi)辟增長(zhǎng)動(dòng)力。張軍部長(zhǎng)助理還特別指出，我們堅(jiān)決反對(duì)濫用國(guó)家力量打壓他國(guó)創(chuàng)新企業(yè)、人為干預(yù)企業(yè)經(jīng)營(yíng)、扭曲全球市場(chǎng)。

The world economy, international order and international fairness and justice are dealt a heavy blow by unilateralism and protectionism. Against such a backdrop, as Assistant Foreign Minister Zhang Jun emphasized, the ESCAP needs to stay true to its founding purposes, move toward the right direction and take effective measures to foster an open, inclusive and favorable environment for regional development. It is all the more important for regional countries to uphold multilateralism, deepen partnership, foster an open economy for inclusive development, step up connectivity for better implementation of the UN 2030 Agenda for Sustainable Development, advance innovation-driven development and create more growth drivers. Assistant Foreign Minister Zhang Jun specifically stated China’s opposition to the abuse of national power to oppress foreign innovative companies, intervention in business operation and distortion of global markets.

 

中方主張獲得與會(huì)各方積極響應(yīng)。各方積極評(píng)價(jià)中方對(duì)推動(dòng)亞太區(qū)域經(jīng)濟(jì)合作、落實(shí)2030年聯(lián)合國(guó)可持續(xù)發(fā)展議程所作貢獻(xiàn)，贊賞中方堅(jiān)持多邊主義、推動(dòng)構(gòu)建開(kāi)放型世界經(jīng)濟(jì)，表示愿同中方一道努力，深化亞太經(jīng)社會(huì)框架下合作，為促進(jìn)地區(qū)可持續(xù)發(fā)展和民眾福祉作出積極貢獻(xiàn)。

China’s proposals were echoed by other participants. They spoke highly of China’s contributions to Asia-Pacific economic cooperation and the 2030 Agenda, applauded its efforts in upholding multilateralism and fostering an open world economy, and expressed readiness to work with it for deeper cooperation under ESCAP and regional sustainable development and people's well-being.

 

年會(huì)期間，中方與泰國(guó)政府、哈薩克斯坦政府、聯(lián)合國(guó)亞太經(jīng)社會(huì)秘書(shū)處共同主辦了“一帶一路”主題會(huì)議。來(lái)自30多個(gè)國(guó)家的150多名代表與會(huì)，分享了各自參與共建“一帶一路”的成功經(jīng)驗(yàn)。各方一致認(rèn)為，“一帶一路”是促進(jìn)可持續(xù)發(fā)展的機(jī)遇和繁榮之路，支持中國(guó)提出的高質(zhì)量共建“一帶一路”理念和舉措。在當(dāng)前世界面臨諸多不確定性的大背景下，“一帶一路”合作共贏、共商共享的理念為世界帶來(lái)了希望，已經(jīng)產(chǎn)生積極效應(yīng)。“一帶一路”倡議與聯(lián)合國(guó)2030年可持續(xù)發(fā)展議程高度契合，必將為推動(dòng)世界經(jīng)濟(jì)增長(zhǎng)、改善各國(guó)民生、實(shí)現(xiàn)可持續(xù)發(fā)展目標(biāo)發(fā)揮更大作用，開(kāi)辟更大空間。

On the sidelines of the session, China co-hosted a thematic meeting on the “Belt and Road” Initiative (BRI) with Thailand, Kazakhstan and the ESCAP secretariat, where more than 150 representatives from over 30 countries shared experience in successful BRI cooperation. They all agree that the BRI is a road of opportunities, prosperity and sustainable development, and support China’s visions and efforts in high-quality BRI cooperation. Faced with great uncertainties, the world is seeing hope from the win-win cooperation and shared benefits championed by the BRI, which has already produced positive effects. The BRI, dovetailing with the 2030 Agenda, will play an even bigger role in and open up greater space for world economic growth, people’s welfare and sustainable development.
