Zhao Lijian: On your first question, we have noted relevant reports. This is an internal matter of Japan and we have no comment on it. China and Japan are close neighbors. China is ready to work with Japan to continue to improve and develop bilateral relations.

趙立堅(jiān)：中國(guó)軍隊(duì)在南海西沙群島附近有關(guān)訓(xùn)練活動(dòng)是中國(guó)軍隊(duì)在中國(guó)近海開(kāi)展的例行安排，不針對(duì)任何國(guó)家，與南海爭(zhēng)議無(wú)關(guān)。有關(guān)的指責(zé)毫無(wú)根據(jù)，也毫無(wú)道理。

Zhao Lijian: Relevant training activities near the Xisha Islands in the South China Sea are routine arrangements conducted by the Chinese military off China’s coast. They are not targeted at any country and have nothing to do with the South China Sea disputes. There is no basis or reason for the relevant party to make that accusation.

 

我想指出的是，一段時(shí)間以來(lái)，美國(guó)頻頻大規(guī)模派遣先進(jìn)軍艦、戰(zhàn)斗機(jī)、偵察機(jī)，不遠(yuǎn)萬(wàn)里到南海炫耀武力，大搞軍事挑釁，損害中國(guó)主權(quán)和安全利益。美國(guó)才是南海和平穩(wěn)定的破壞者和麻煩制造者，國(guó)際社會(huì)對(duì)此有目共睹。美方應(yīng)該停止在南海興風(fēng)作浪、挑撥離間，為維護(hù)地區(qū)和平穩(wěn)定發(fā)揮建設(shè)性作用。

I would like to point out that for quite some time, the US has frequently dispatched in large numbers advanced warships, fighter jets and reconnaissance aircraft all the way to the South China Sea to project its power and engage in military provocations, undermining China’s sovereignty and security interests as well as the normal order of navigation in the South China Sea. The US has become the saboteur and troublemaker of peace and stability in the South China Sea. The international community bears witness to these all. The US side should stop stirring up trouble and causing discord in the South China Sea and play a constructive role in safeguarding regional peace and stability.

彭博社記者：美國(guó)總統(tǒng)特朗普剛剛在共和黨全國(guó)代表大會(huì)發(fā)表了演講，其中有談及中國(guó)的內(nèi)容。特朗普稱，如果拜登勝選，中國(guó)就會(huì)“擁有”美國(guó)。但如果自己連任，美國(guó)將不再依賴中國(guó)，美國(guó)企業(yè)將會(huì)離開(kāi)中國(guó)。中方有何評(píng)論？

Bloomberg: President Trump just delivered a speech at the Republican convention. He said among other things that China would own America if Joe Biden got elected, but if he himself was re-elected, America would no longer rely on China, and American businesses would leave China. 趙立堅(jiān)：美國(guó)大選是美國(guó)內(nèi)政，我們不作評(píng)論。同時(shí)我們也敦促美方不要借大選拿中國(guó)說(shuō)事。

Zhao Lijian: We have no comment on the US presidential election, which is an internal affair. At the same time, we urge the US not to make an issue out of China in its election.

 

關(guān)于他提到的有關(guān)中國(guó)的內(nèi)容，我想重申，中方對(duì)美政策是一貫、明確的。中美合則兩利，斗則俱傷。我們致力于發(fā)展不沖突不對(duì)抗、相互尊重、合作共贏的中美關(guān)系，同時(shí)中方堅(jiān)定捍衛(wèi)國(guó)家主權(quán)安全發(fā)展利益。我們敦促美方客觀、理性看待中國(guó)和中美關(guān)系，同中方相向而行，管控分歧，促進(jìn)合作，推動(dòng)中美關(guān)系回到以協(xié)調(diào)、合作、穩(wěn)定為基調(diào)的正確軌道上來(lái)。

Regarding what he said about China, I’d like to reiterate China’s consistent and clear policy towards the US. We believe both stand to gain from cooperation and lose from confrontation. We are committed to develop a bilateral relationship featuring no conflict, no confrontation, mutual respect and win-win cooperation. At the same time, we are firmly determined to defend national sovereignty, security and development interests. We urge the US to look at China and bilateral relations in an objective and rational light, work with us towards the same goal, manage differences, promote cooperation and bring China-US relations back onto the right track of coordination, cooperation and stability.

 

至于美方所謂“轉(zhuǎn)移產(chǎn)能”等論調(diào)，這是美方一些政客將黨派和個(gè)人私利置于美國(guó)國(guó)家利益之上的政治操弄，既不可行，也不現(xiàn)實(shí)。在全球化時(shí)代，違背本國(guó)廣大工商界的自主意愿，強(qiáng)行剝奪國(guó)與國(guó)之間的既有合作，脅迫各國(guó)企業(yè)的正常投資經(jīng)營(yíng)，這完全違背市場(chǎng)經(jīng)濟(jì)規(guī)律，最終也必將傷及美國(guó)自身利益。這種倒行逆施的做法不得人心，已經(jīng)并將繼續(xù)遭到中美兩國(guó)各界有識(shí)之士的強(qiáng)烈批判和抵制。

As to the so-called relocation of production capacity you mentioned, it is political manipulation that puts partisan and personal interests above US national interests. It’s neither viable nor realistic. In the globalized era, the perverse practice of going against the voluntary will of the vast business community, forcibly scrapping existing cooperation between countries, and coercing companies with regard to their normal investment and operation runs counter to the law of market economy and will eventually lead to self-harm. Such unpopular moves have been and will continue to be rejected and resisted by visionary people in China and the US.

It underscores the significant role that the RCEP Agreement could play in post-pandemic recovery efforts as well as in contributing to the growth and stability of the regional and global economy.
