　　On 17 April 2019, the Evening Standard and its website published a signed article by Ambassador Liu Xiaoming entitled UK can take giant strides on China's 'new silk road'. The full text is as follows:

　　Macclesfield, a town in the North-West known as the "silk capital of England", has had interactions with China for more than 400 years and is regarded as the Western end of the ancient Silk Road in Europe. Fast-forward to the second decade of the 21st century and the Belt and Road Initiative (BRI), designed to revive the ancient trade route, is becoming the mainstream of China-UK co-operation.

　　The UK Government has appointed a BRI special envoy, established an expert board and participated in the Belt and Road Forum Advisory Council. The all-party parliamentary group on the BRI Initiative and China-Pakistan Economic Corridor is looking into policy support and legal guarantees. Joint principles have been issued to address the environmental and social risks of BRI and encourage green investment.​

　　第二，融通合作“實(shí)”。2018年，中英貨物貿(mào)易首次突 破800億美元大關(guān)，雙邊投資不斷增長(zhǎng)，中國(guó)對(duì)英直接投資同比增長(zhǎng)14%。

　　China-UK business co-operation is thriving. Latest figures show trade in goods exceeding $80 billion for the first time in 2018 and mutual investments increasing, with direct investment from China up 14 per cent year on year.

　　第三，人文交流“盛”。兩國(guó)每年人員往來(lái)已高達(dá)150萬(wàn)人次，在英中國(guó)留學(xué)生增至19萬(wàn)，1萬(wàn)多英國(guó)學(xué)生赴華學(xué)習(xí)。去年，英國(guó)增加8條直 達(dá)中國(guó)的新航線，中英之間的航班增至每周168班。

　　People-to-people exchanges have flourished, evidenced by 1.5 million mutual visits per year, with 190,000 Chinese students in Britain and more than 10,000 UK students in China. Eight new direct flights were launched last year between Chinese and British cities.

　　本月下旬，中國(guó)將舉辦第二屆“一帶一路”國(guó)際合作高峰論壇，屆時(shí)來(lái)自100多個(gè)國(guó)家的代表將匯聚北京，共商建設(shè)“一帶一路”大計(jì)，這將為英國(guó)深度參與共建“一帶一路”提供新機(jī)遇，中英“一帶一路”合作大有可為。

　　Later this month, the second Belt and Road Forum will be held in Beijing.

　　Representatives from more than 100 countries will discuss BRI. This will be a chance to deepen Britain's participation and achieve more results in China-UK co-operation.​

　　一是參與規(guī)則制定的機(jī)遇。英國(guó)在亞投行創(chuàng)建和運(yùn)營(yíng)中發(fā)揮了引領(lǐng)作用。同樣，在共建“一帶一路”向更高標(biāo)準(zhǔn)、更高質(zhì)量、更高收益發(fā)展過(guò)程中，英國(guó)完全可以積極參與，做出自己的貢獻(xiàn)。

　　The first opportunity is rule-making. Britain has played a leading role in the establishment and management of Asian Infrastructure Investment Bank. In BRI development, Britain could have a big role to play in ensuring that the projects are of higher quality, at a higher standard, with higher return.

　　二是開(kāi)拓第三方市場(chǎng)的機(jī)遇。本屆峰會(huì)期間將舉辦12場(chǎng)推動(dòng)務(wù)實(shí)合作的分論壇，并首次舉辦企業(yè)家大會(huì)。下階段 “一帶一路”第三方合作蘊(yùn)含巨大潛力。英國(guó)在專(zhuān)業(yè)服務(wù)、項(xiàng)目管理和融資等方面獨(dú) 具優(yōu)勢(shì)，完全可在上述領(lǐng)域進(jìn)一步挖掘潛力。

　　The second opportunity is exploration of third-party markets. The forum will include a CEO conference and meetings on business co-operation. This points to immense potential for third-party involvement in BRI development. The UK, with its unique strengths in professional services, project-management and financing, could tap into this potential.

　　三是推進(jìn)綠色發(fā)展的機(jī)遇。本屆峰會(huì)將致力打造新一批重點(diǎn)合作項(xiàng)目，推動(dòng)落實(shí)聯(lián)合國(guó)2030年可持續(xù)發(fā)展議程。中英在綠色金融、環(huán)保、可持續(xù)發(fā)展等領(lǐng)域合作已形成良好基礎(chǔ)，完全可探索在更廣領(lǐng)域加強(qiáng)合作。

　　The third opportunity is green development. The forum will unveil key projects aimed at implementing the UN's 2030 Agenda for Sustainable Development. China and the UK, having laid the groundwork for co-operation on green finance, environmental protection and sustainable development, could expand it to wider areas.

　　作為新生事物，“一帶一路”難免引發(fā)這樣或那樣的誤解和疑慮。面對(duì)世界大變局，遲疑者和彷徨者只能錯(cuò)失良機(jī)。中英雙方應(yīng)當(dāng)抓住“一帶一路”機(jī)遇，攜手打造更多“高質(zhì)量”合作成果，為中英關(guān)系“黃金時(shí)代”增光添彩。

　　Like all things new, BRI has met with misunderstandings or doubts. Amid the profound changes in the world, hesitation leads only to missed opportunities. I hope Britain will seize the opportunities of BRI and join hands with China to make a greater contribution to the China-UK "Golden Era".
