西部地域遼闊，交通不發(fā)達(dá)，首先要進(jìn)行基礎(chǔ)設(shè)施的建設(shè)。現(xiàn)在，我們已經(jīng)把國家的投資大量向西部地區(qū)傾斜，譬如，我們最近宣布的西氣東輸工程。我們在新疆的塔里木地區(qū)發(fā)現(xiàn)了大量天然氣，并已經(jīng)決定從新疆修建4，200公里的管道，經(jīng)過8個省、市，直達(dá)上海。這樣，沿線地區(qū)的能源結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)都會發(fā)生很大變化。這需要大量資金，我們歡迎海內(nèi)外的投資者，特別是外國的投資者對此項(xiàng)目投資。

China's west covers a vast expanse of land, but the transportation facilities there have not been well developed. Therefore what is needed, first of all, is the building of infrastructure facilities there, and it is in view of that urgent need that we have now decided to concentrate much of the State investment in the area. The recently-announced decision to proceed with the project of transmitting natural gas from China's west to the east is a case in point. In fact, we have discovered a very rich natural gas reserve in the Tarim Basin in the Xinjiang Uygur Autonomous Region, and have decided to construct a 4,2000-kilomtre-long natural gas pipeline from Xinjiang to Shanghai, passing through eight provinces and municipalities. It is expected that as we build this natural gas pipeline, the energy infrastructure and industrial mix along the pipeline will be significantly altered. Such a huge project requires a massive amount of funds, and accordingly we welcome both the domestic and international investment to flow into that project, particularly overseas investment.
