問:外界高度關(guān)注中歐領(lǐng)導(dǎo)人會(huì)晤發(fā)表的聯(lián)合聲明。我們注意到,此前有媒體曾渲染中歐間分歧很多,以至于雙方無法達(dá)成聯(lián)合文件。那么,現(xiàn)在聯(lián)合聲明發(fā)表了。中方對(duì)此有何評(píng)論?

Q: There is a lot of attention on the joint statement issued by the China-EU Summit. We noted that some media had exaggerated the divergences between China and Europe and said that the two sides would not be able to conclude a joint statement. But now the Joint Statement has been issued. What’s your comment?

 

答:4月9日,李克強(qiáng)總理同歐洲理事會(huì)主席圖斯克、歐盟委員會(huì)主席容克共同主持第二十一次中國—?dú)W盟領(lǐng)導(dǎo)人會(huì)晤。雙方積極評(píng)價(jià)中歐關(guān)系在各領(lǐng)域取得的進(jìn)展,一致認(rèn)為中國和歐盟在深化互利共贏的務(wù)實(shí)合作方面擁有廣泛共同利益,在維護(hù)多邊主義和開放型世界經(jīng)濟(jì)、反對(duì)單邊主義和保護(hù)主義方面擁有共同立場(chǎng),在完善全球治理、維護(hù)世界和平與穩(wěn)定方面擁有共同目標(biāo)。中歐關(guān)系的長期穩(wěn)定健康發(fā)展符合中歐雙方的利益,也有利于世界的和平與穩(wěn)定,對(duì)世界將產(chǎn)生重要積極影響。

A: On April 9, Premier Li Keqiang co-chaired the 21st China-EU Summit with President of the European Council Donald Tusk and President of the European Commission Jean-Claude Juncker. The two sides commended the progress achieved in China-EU relations in various fields and agreed that China and the EU share extensive common interests in deepening mutually beneficial and practical cooperation, have common position in upholding multilateralism and an open world economy and opposing protectionism and unilateralism, and share common goals in terms of improving global governance and upholding world peace and stability. The long-term steady and sound development of China-EU relations serve the fundamental interests of the two sides and is conducive to world peace and stability, which will have an important and positive impact globally.

 

國家間存在分歧很正常。中歐之間對(duì)一些問題看法不盡相同也很正常。但中歐雙方發(fā)表的聯(lián)合聲明表明,中歐之間的分歧完全可以通過對(duì)話協(xié)商妥善解決,體現(xiàn)了中歐全面戰(zhàn)略伙伴關(guān)系的高水平,體現(xiàn)了中歐之間的團(tuán)結(jié)合作,也體現(xiàn)了互利共贏的精神。作為世界兩大穩(wěn)定力量和兩大主要經(jīng)濟(jì)體,中歐雙方承諾支持多邊主義,尊重以聯(lián)合國為核心的國際法和國際關(guān)系基本準(zhǔn)則。在當(dāng)前復(fù)雜多變的國際形勢(shì)下,這份聯(lián)合聲明體現(xiàn)了中歐在多邊主義受到挑戰(zhàn)之際加強(qiáng)團(tuán)結(jié)協(xié)作的決心,其意義超越雙邊范疇。

It is natural for countries to have differences with one another, and it is also quite natural that China and the EU don’t always see eye to eye on certain issues. But the Joint Statement shows that the differences between China and the EU can be properly resolved through dialogue and negotiation, which testifies to the high level of the China-EU comprehensive strategic partnership, the solidarity and cooperation between China and the EU and the mutually beneficial and win-win spirit. As two anchors of stability and major economies in the world, China and the EU are committed to multilateralism and respect international law and the basic norms governing international relations with the UN at the core. Under the complex and fluid international circumstances, this Joint Statement demonstrates the resolve of China and the EU to stand in solidarity when multilateralism is being challenged. Its significance goes far beyond the bilateral relations.

 

中方愿同歐方共同努力,落實(shí)好本次會(huì)晤共識(shí),推動(dòng)中歐合作不斷邁上新臺(tái)階,也為世界和平與繁榮作出更大的貢獻(xiàn)。

We stand ready to work with the EU to implement the consensus of this summit, elevate the China-EU cooperation to a new height and continue to make greater contribution to world peace and prosperity.

 

問:歐盟外交和安全政策發(fā)言人今天在記者會(huì)上稱,香港特區(qū)近日對(duì)“占中”案的裁決將對(duì)香港民主發(fā)展帶來不利影響,并稱希望香港特區(qū)和中央政府根據(jù)基本法重啟選舉改革。外交部對(duì)此有何回應(yīng)?

Q: The Spokesperson for EU Foreign Affairs and Security Policy said in a press conference today that the verdict rendered on the “Occupy Central” case in the Hong Kong SAR will have a negative impact on Hong Kong’s democracy and hoped the Hong Kong SAR and the central government will restart the election reform in accordance with the Basic Law. What’s your comment?

 

答:首先我想指出,香港特區(qū)的事務(wù)是中國內(nèi)政,任何其他國家無權(quán)干涉。這樣的干涉,第一沒有任何作用,第二也不利于中國同有關(guān)方面關(guān)系的良好發(fā)展。至于談到香港特區(qū)在一國兩制基礎(chǔ)上,在中國憲法和特區(qū)基本法框架內(nèi),推進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展的事宜,這不是外交問題,你可以聽聽中央政府主管部門港澳辦的權(quán)威闡述。

A: First of all, I would like to point out that the Hong Kong affairs fall within China’s internal affairs and any other country has no right to interfere. For one thing, such interference won’t work at all; for another, it is not conducive to the sound development of relations between China and relevant parties. The Hong Kong SAR government promotes the socio-economic development within the framework of the Constitution and the Basic Law following the “one country, two systems” policy, which in itself is not a diplomatic affair. I’d refer you to the Hong Kong and Macao Affairs Office of the State Council, which is the competent authority of the central government, for a more authoritative answer.

 

問:第一,9日,美洲國家組織常設(shè)理事會(huì)決定,承認(rèn)委內(nèi)瑞拉反對(duì)派領(lǐng)導(dǎo)人瓜伊多的特使為委駐該組織代表。你對(duì)此有何評(píng)論?第二,9日,美國財(cái)長姆努欽稱,美正爭(zhēng)取利用國際貨幣基金組織和世界銀行的資源協(xié)助瓜伊多。你對(duì)此有何評(píng)論?

Q: First, the Organization of American States said Tuesday it recognizes the opposition leader Guaido’s envoy as Venezuela’s delegate to the regional body. I wonder what is your comment? Second, the US Treasury Secretary Mnuchin said on a congressional hearing on Tuesday that the US focuses on trying to secure IMF and World Bank resources to assist Guaido. I wonder what is your comment?

 

答:這兩個(gè)問題有一定共性,都涉及到國際社會(huì)對(duì)委內(nèi)瑞拉局勢(shì)的介入。在委內(nèi)瑞拉問題上,中方的立場(chǎng)是一貫和明確的。我們支持委內(nèi)瑞拉朝野通過對(duì)話協(xié)商尋求政治解決方案。我們主張,國際社會(huì)應(yīng)在堅(jiān)持不干涉他國內(nèi)政等國際法和國際關(guān)系基本準(zhǔn)則基礎(chǔ)上,多做有利于維護(hù)委內(nèi)瑞拉穩(wěn)定的事情,為解決委內(nèi)瑞拉問題提供建設(shè)性幫助,而不是相反。中方也會(huì)繼續(xù)支持委內(nèi)瑞拉政府維護(hù)國家主權(quán)、獨(dú)立和穩(wěn)定的努力。

A: There is something in common in these two questions, as they both concern the intervention in the situation in Venezuela from the international community. China’s position on the Venezuelan issue is consistent and clear. We support the government and opposition in Venezuela in seeking a political settlement through dialogue and negotiation. We believe that the international community should contribute to stability in Venezuela on the basis of international law and the basic norms governing the international relations including non-interference in others’ internal affairs and provide more constructive assistance to resolve the issue rather than doing the opposite. China will continue to support the Venezuelan government’s efforts to uphold its sovereignty, independence and stability.

 

問:近日,多家澳大利亞媒體報(bào)道稱,由于澳《通信和其他法律關(guān)于協(xié)助和準(zhǔn)入的修正案2018》強(qiáng)制要求通信企業(yè)為澳政府安裝“后門”,谷歌、蘋果、亞馬遜等多家科技公司表示嚴(yán)重關(guān)切,稱該法案威脅到了澳及世界其他地區(qū)的網(wǎng)絡(luò)安全。中方對(duì)此有何評(píng)論?此前澳大利亞方面曾聲稱“澳絕不會(huì)允許一個(gè)對(duì)他國政府負(fù)有義務(wù)的公司涉足澳通訊網(wǎng)絡(luò)”,并以此為由禁止華為參與澳5G網(wǎng)絡(luò)建設(shè)。中方是否認(rèn)為澳方是在奉行雙重標(biāo)準(zhǔn)?

Q: According to Australian media reports recently, the Telecommunications and Other Legislation Amendment (Assistance and Access) Bill 2018 forces telecommunications companies to install “backdoors” for the Australian government. Many tech companies including Google, Apple and Amazon have voiced serious concerns, saying it poses a threat to cyber security of Australia and other regions. Do you have any comments? Earlier, the Australian side said that they didn’t want anyone in their communications networks that have an obligation to another government, and banned Huawei from its 5G networks for this reason. Do you think Australia is applying double standards here?

 

答:中方高度關(guān)注有關(guān)動(dòng)向。通過立法強(qiáng)制要求企業(yè)安裝“后門”的做法,是將自身安全和利益建立在侵犯他國安全與公民隱私的基礎(chǔ)上,將對(duì)通信行業(yè)市場(chǎng)環(huán)境與國際合作產(chǎn)生嚴(yán)重影響。正如大家所看到的,業(yè)界已就此表達(dá)嚴(yán)重關(guān)切。

A: China is closely following the relevant developments. Forcing companies to install “backdoors” through legislation means protecting one’s own security and interests at the expense of other countries’ security and their people’s privacy. Such practice will severely impact the business environment of and international cooperation in the telecommunications industry. As we have seen, those in the industry have raised serious concerns.

 

令人疑惑的是,有關(guān)國家一方面拿網(wǎng)絡(luò)安全說事,“莫須有”地炒作其他國家或企業(yè)的所謂“安全威脅”,另一方面自己卻在做危害網(wǎng)絡(luò)安全的事。同你一樣,我也想聽聽澳大利亞政府對(duì)此作何解釋。

It is baffling how the country concerned could whip up “security threats” posed by other countries or companies with trumped-up charges under the facade of cyber security while engaging in acts that endanger cyber security themselves. Like you, I also wonder what the Australian government will say about this.

 

中方一貫高度重視、堅(jiān)決維護(hù)網(wǎng)絡(luò)安全。我們?cè)咐^續(xù)積極參與網(wǎng)絡(luò)安全國際合作,與各方共同構(gòu)建和平、安全、開放、合作、有序的網(wǎng)絡(luò)空間。同時(shí),中方再次敦促有關(guān)國家為包括中國在內(nèi)的各國企業(yè)提供公平、公正、非歧視的營商環(huán)境。

China attaches high importance to and is committed to safeguarding cyber security. We will continue to take an active part in international cooperation in this field and work with all sides for a peaceful, secure, open, cooperative and orderly cyber space. At the same time, China again urges relevant countries to provide a fair, just and non-discriminatory business environment for companies of all countries, including China.

 

問:第一,達(dá)賴?yán)镆蚍尾扛腥咀≡?,外交部?duì)此有何評(píng)論?中國政府是否有指定下一世達(dá)賴?yán)锏挠?jì)劃?第二,美國國務(wù)院助卿幫辦米德偉計(jì)劃今天晚上在美國在臺(tái)協(xié)會(huì)發(fā)表講話。中方對(duì)此是否知情?中方對(duì)美國政府代表訪問臺(tái)灣有何看法?

Q: The Dalai Lama has been admitted to hospital with a lung infection. What’s the Foreign Ministry’s comment on this? Does China have a plan to appoint a successor to the Dalai Lama in China? My second question, US Deputy Assistant Secretary of State David Meale is scheduled to speak in Taiwan tonight at the American Institute in Taiwan. Are you aware of this and what is China’s view on the US government representative's visiting Taiwan?

 

答:我先回答第二個(gè)問題。中方一向反對(duì)美臺(tái)之間開展任何官方交往。我們認(rèn)為,這嚴(yán)重違反了美方自己作出的一個(gè)中國承諾和根據(jù)中美三個(gè)聯(lián)合公報(bào)承擔(dān)的義務(wù)。我們要求美方不得采取這樣的錯(cuò)誤做法。

A: Let me take your second question first. China opposes any official contacts between the US and Taiwan. We believe that this severely violates the One-China commitment the US has made and its obligations under the three China-US Joint Communiques. We demand that the US not take such wrong move.

 

關(guān)于第一個(gè)問題,第一,我們不了解你提到的第14世達(dá)賴?yán)锷眢w狀況的有關(guān)情況。第二,在中國歷史上,活佛轉(zhuǎn)世是已經(jīng)形成了明確定規(guī)的?;罘疝D(zhuǎn)世是藏傳佛教特有的傳承方式,有固定的儀軌和制度。中國政府實(shí)行宗教信仰自由政策,頒布有《宗教事務(wù)條例》和《藏傳佛教活佛轉(zhuǎn)世管理辦法》等,尊重和保護(hù)藏傳佛教這一傳承方式。

Regarding the first question, first, we are not aware of what you said about the physical condition of the 14th Dalai Lama. Second, in China’s history, clear rules have been established concerning the reincarnation of the living Buddha. Reincarnation of living Buddhas, as a unique institution of inheritance in Tibetan Buddhism, comes with a set range of rituals and conventions. The Chinese government implements the policy of freedom of religious belief. The reincarnation system is respected and protected by such legal instruments as Regulations on Religious Affairs and Measures on the Management of the Reincarnation of Living Buddhas.

 

達(dá)賴?yán)锘罘疝D(zhuǎn)世系統(tǒng)已經(jīng)有幾百年的歷史,你提到的第十四世達(dá)賴本人也是按照宗教儀軌和歷史定制尋訪認(rèn)定、并報(bào)請(qǐng)當(dāng)時(shí)的中央政府批準(zhǔn)才繼位的。因此,包括達(dá)賴?yán)镌趦?nèi)的活佛轉(zhuǎn)世,都應(yīng)當(dāng)遵守國家法律、法規(guī),遵循宗教儀軌、歷史定制。

The institution of reincarnation of the Dalai Lama has been in existence for several hundred years. The 14th Dalai Lama himself was found and recognized following religious rituals and historical conventions and his succession was approved by the then central government. Therefore reincarnation of living Buddhas including the Dalai Lama must comply with Chinese laws and regulations and follow religious rituals and historical conventions.

 

問:美國代理防長稱,美國外空部隊(duì)的主要任務(wù)是發(fā)展必要技術(shù)以應(yīng)對(duì)俄中在外空對(duì)美國的侵略。你對(duì)此有何評(píng)論?第二,美國防部下屬的防務(wù)安全合作局發(fā)布消息稱,美國政府批準(zhǔn)向日本出售價(jià)值11億美元的SM-3反導(dǎo)導(dǎo)彈。中方對(duì)此是否感到關(guān)切?

Q: The Acting US Defense Secretary said that the key mission for the proposed US Space Force will be to develop technology needed to respond decisively to aggression by China or Russia against America in outer space. I wonder what is your comment? Second question, the US Defense Security Cooperation Agency said that the US has approved a possible 1.1 billion sale of 56 SM-3 anti-ballistic missiles to Japan. I wonder if China is concerned about it?

 

答:關(guān)于第一個(gè)問題,外空是全人類共同的財(cái)產(chǎn),應(yīng)當(dāng)用于和平目的。大家非常清楚,中方一直主張和平利用外空,堅(jiān)決反對(duì)外空武器化。長時(shí)間以來,在包括裁談會(huì)等多邊場(chǎng)合,中國和俄羅斯以及國際社會(huì)絕大多數(shù)成員,一直主張通過談判締結(jié)防止外空武器化的國際法律文書。大家可能也都注意到,近期聯(lián)合國有關(guān)專家組也為推進(jìn)這一談判進(jìn)程作出了不懈努力。但是,非常遺憾,這么多年,僅僅因?yàn)橐粋€(gè)國家的阻撓,這項(xiàng)努力一直受挫,這個(gè)國家就是美國自己。

A: To answer your first question, outer space belongs to all mankind and should be used for peaceful purposes. As you are well aware, China upholds the peaceful use of outer space and opposes the placement of weapons there. China, Russia and most members of the international community have long been promoting the efforts to conclude an international legal instrument through negotiation on multilateral occasions including the Conference on Disarmament. As you may have noticed, the relevant UN expert panel has also been making tireless efforts to facilitate the negotiation process. However, to our regret, all the efforts devoted have been blocked by one country over the past years. And that country is the United States.

 

在外空領(lǐng)域,近期確實(shí)出現(xiàn)了包括中國、俄羅斯等國際社會(huì)成員都關(guān)切的一些消極動(dòng)向。比如說,美國已經(jīng)將外空定性為作戰(zhàn)疆域,美國宣布組建獨(dú)立外空部隊(duì),美國計(jì)劃將反導(dǎo)系統(tǒng)部署在外空,而且美國還長期堅(jiān)持進(jìn)行外空戰(zhàn)演習(xí)。這些不僅會(huì)導(dǎo)致外空武器化、戰(zhàn)場(chǎng)化的危險(xiǎn)日益變?yōu)楝F(xiàn)實(shí),并且可能誘發(fā)外空軍備競(jìng)賽。

There indeed are some negative developments in outer space recently that raised concerns from China, Russia and other members of the international community. For example, the US has described outer space as a new war-fighting domain, announced its decision to build a space force, planned to deploy anti-ballistic weapons and long been engaging in military drills in outer space. Such moves are not only turning outer space into a war-fighting domain deployed with weapons but also adding the risks of an arms race.

 

如果美方真正關(guān)心外空安全,關(guān)心外空非武器化,就應(yīng)停止上述行徑,真正加入到包括中國和俄羅斯在內(nèi)的國際社會(huì)絕大多數(shù)成員當(dāng)中來,共同努力防止外空的武器化,使外空真正用于和平目的。

If the US truly cares about the security and non-weaponization of outer space, it should stop taking such moves and sincerely join the majority of the members of the international community, including China and Russia, to make joint efforts to prevent weaponization and make peaceful use of outer space.

 

關(guān)于第二個(gè)問題,我們注意到有關(guān)報(bào)道。美日同盟是冷戰(zhàn)的產(chǎn)物,我們希望,有關(guān)國家之間的交流合作能真正有利于地區(qū)的和平穩(wěn)定,而不是相反。

Now come back to your second question, we have noticed the relevant media reports. The US-Japan Security Alliance was forged during the Cold War. We hope communication and cooperation between relevant countries can contribute to regional peace and stability instead of doing the opposite.

 

問:據(jù)報(bào)道,796件套中國流失文物藝術(shù)品9日從意大利米蘭被送上返回中國的飛機(jī),正式開啟“歸鄉(xiāng)之旅”。你能否提供進(jìn)一步情況?

Q: Media reports say 796 lost Chinese artworks and artifacts were sent back from Milan, Italy by plane on April 9, and they have officially set off for home. Can you tell us more details?

 

答:你說的沒錯(cuò),意大利返還的這批中國流失文物藝術(shù)品已于今天凌晨抵達(dá)北京。我們很高興看到這些漂泊海外多年、承載中華民族記憶的中國文物終于“回家”了。據(jù)我了解,中國國家博物館將舉辦專題展覽,大家應(yīng)該有機(jī)會(huì)欣賞這些珍貴文物。

A: Indeed, those lost Chinese cultural items returned by Italy have already arrived in Beijing early this morning. They bear our nation’s memories and have been abroad for many years. Now we are glad that they finally come home. As far as I know, China’s National Museum will host a special exhibition of these valuable items that you may go and see.

 

相信大家還記得,3月23日,在中國國家主席習(xí)近平和意大利總理孔特的共同見證下,中意雙方代表交換關(guān)于796件套中國流失文物藝術(shù)品返還的證書。我想特別指出的是,這是近20年來最大規(guī)模的中國流失海外文物返還,開創(chuàng)了中意兩國文化遺產(chǎn)合作的新里程,樹立了國際合作追索返還流失文物的新范例,中方對(duì)此表示高度贊賞。

As you may recall, on March 23, President Xi Jinping and Prime Minister Conte witnessed the exchange of certificates for the repatriation of the Chinese cultural artworks and artifacts between representatives of China and Italy. I’d like to specifically mention that this is the biggest return in the past almost 20 years. It is a milestone of China-Italy cooperation on cultural heritage and a new model of international cooperation for the repatriation of lost cultural items. China highly commends that.

China and Italy, both ancient civilizations and home to a large number of cultural artifacts, have long been cooperating in the preservation and restoration of cultural items and the fight against artifact-related crimes. We are ready to enhance communication and cooperation for better protection and preservation of global cultural heritage.

 

問:美國海軍“胡蜂號(hào)”航母目前正在中國和菲律賓爭(zhēng)議海域穿行,尤其是海岸地區(qū)。你對(duì)此有何評(píng)論?

Q: The USS Wasp is currently going through the disputed waters near the Philippines, specifically the shoals. I’m wondering if you have any comments on that?

 

答:具體情況我可以再核實(shí)一下。目前我可以告訴你,中方的原則立場(chǎng)是,南海本無事,希望其他域外勢(shì)力不要興風(fēng)作浪。

A: I may need to check on the specific situation. I can tell you that the principled position of the Chinese side is that we hope non-regional forces will refrain from stirring up troubles in the calm South China Sea.
