問：近日，聯(lián)合國非洲經(jīng)濟(jì)委員會（UNECA）執(zhí)行秘書松薇接受采訪時表示，“一帶一路”倡議將促進(jìn)非洲互聯(lián)互通建設(shè)并為非洲創(chuàng)造就業(yè)機(jī)會。我們注意到，昨天國務(wù)委員兼外長王毅會見布基納法索外長巴里時，雙方也談及“一帶一路”框架下合作。想問一下，中方對下階段中非“一帶一路”合作有何設(shè)想？

Q: Vera Songwe, executive secretary of the UN Economic Commission for Africa (UNECA), hailed the role that the China-proposed Belt and Road Initiative (BRI) would play in better connectivity and job creation in Africa. We noted that yesterday, when Chinese State Councilor and Foreign Minister Wang Yi met with Burkina Faso’s Foreign Minister Alpha Barry, the two sides also discussed the Belt and Road cooperation. What is China's plan going forward?

 

答：非洲是共建“一帶一路”的歷史和自然延伸，也是“一帶一路”國際合作不可或缺的重要組成部分?！耙粠б宦贰背h的愿景目標(biāo)與合作領(lǐng)域，同非洲國家推進(jìn)《2063年議程》、實(shí)現(xiàn)發(fā)展振興的努力方向和重點(diǎn)領(lǐng)域高度契合；“一帶一路”倡議的合作理念，特別是共商共建共享原則，同中非關(guān)系與中非合作的本質(zhì)特征同樣高度契合。

A: Africa, with its historical and geographical links to the Belt and Road, has been an indispensable and important part of the BRI cooperation. The vision, goals and cooperation areas of the BRI and the objectives and priorities of Africa’s efforts to achieve development and revitalization by advancing Agenda 2063 are mutually reinforcing. The tenets for the Belt and Road cooperation, especially the principle of consultation and cooperation for shared benefits, also accord with the nature of China-Africa relations and cooperation.

 

2018年中非合作論壇北京峰會期間，時任非盟輪值主席盧旺達(dá)總統(tǒng)卡加梅等許多非洲國家領(lǐng)導(dǎo)人高度贊賞習(xí)近平主席提出共建“一帶一路”是偉大的倡議，將為非洲發(fā)展帶來重要機(jī)遇。他們也表示，非洲國家和人民愿積極參與“一帶一路”合作。聯(lián)合國非洲經(jīng)濟(jì)委員會執(zhí)行秘書松薇女士的積極評價，再次反映了非洲國家和人民的心聲。目前，已有37個非洲國家和非盟委員會同中方簽署了共建“一帶一路”合作協(xié)議。中非在“一帶一路”框架下的很多重要合作項(xiàng)目已經(jīng)展開，并已經(jīng)取得了早期收獲。

During the FOCAC Beijing Summit in 2018, many African leaders, including the then AU Chairperson and President of Rwanda Paul Kagame, spoke highly of the BRI proposed by President Xi Jinping, considered it a great initiative that will bring significant opportunities to Africa, and said African countries and people will play an active part in it. The positive remarks by UNECA Executive Secretary Songwe again reflect the endorsement by African countries and people. So far, 37 African countries and the AU Commission have signed BRI cooperation agreements with China. The two sides have already launched many important cooperation projects and achieved early harvests.

 

下周，第二屆“一帶一路”國際合作高峰論壇即將在北京舉行，屆時非洲多國領(lǐng)導(dǎo)人和高級別代表將出席。中方愿同非洲國家一道，將落實(shí)論壇北京峰會成果、中非共建“一帶一路”同非盟《2063年議程》、聯(lián)合國2030年可持續(xù)發(fā)展議程和非洲各國發(fā)展戰(zhàn)略深入對接，推進(jìn)中非在產(chǎn)業(yè)發(fā)展、基礎(chǔ)設(shè)施建設(shè)、貿(mào)易投資等領(lǐng)域合作，促進(jìn)非洲民生建設(shè)，為非洲國家?guī)砀喟l(fā)展紅利，更好地造福中非人民。

Leaders and senior representatives from many African countries will attend the second Belt and Road Forum for International Cooperation to be held next week in Beijing. China stands ready to work with African countries to create greater synergy between the implementation of the FOCAC Beijing Summit outcomes, China-Africa BRI cooperation, the AU’s Agenda 2063, the UN 2030 Agenda for Sustainable Development and the development strategies of African countries. We will advance bilateral cooperation in areas including industries, infrastructure, trade and investment, improve the living standards of African people, bring more development dividends to African countries, and deliver more benefits to people in China and Africa.

Q: The US has been urging European countries to ban Huawei from 5G network building. But in his recent remarks, Chairman of the German Federal Network Agency Jochen Homann said that no equipment supplier, including Huawei, should be specifically excluded. The spokesperson of Belgium’s center for cybersecurity also said that regarding Huawei, they have not found technical indications that point in the direction of a spying threat. I wonder if you have any comment?

 

答：事實(shí)上，一段時間以來，已經(jīng)有越來越多的國家對中國科技企業(yè)參與5G建設(shè)表明了公正的態(tài)度。這也再次證明世界上多數(shù)國家仍然能夠基于客觀事實(shí)獨(dú)立地作出符合自身利益的政策選擇，仍然致力于建設(shè)和維護(hù)一個公平公正、非歧視的市場環(huán)境。

A: In fact, there have been a growing number of countries expressing an unbiased attitude toward Chinese tech companies’ participation in 5G network projects. This again proves that most countries can make independent policy decisions that serve their interests based on objective facts, and that they remain committed to fostering and safeguarding a fair, just and non-discriminatory market environment.

 

我們希望所有有關(guān)國家能為中國企業(yè)在海外的經(jīng)營提供公平公正的待遇，我們也愿意同能做到這一點(diǎn)的國家在平等互利的基礎(chǔ)上拓展深化廣泛領(lǐng)域的貿(mào)易投資合作。

We hope all relevant countries can treat Chinese companies in a fair and unbiased way. Based on equality and mutual benefit, we will expand and deepen trade and investment cooperation in various fields with countries that can earnestly do so.

 

問：美國進(jìn)一步收緊了對古巴的封鎖，相關(guān)舉措將對外國投資和外匯產(chǎn)生影響。中方對此有何評論？

Q: The US tightened a blockade against Cuba with measures that affect foreign investment and foreign remittance. What is your comment on this?

 

答：中國一向反對在聯(lián)合國安理會框架之外依據(jù)自己的國內(nèi)法對他國實(shí)施單邊制裁和長臂管轄的錯誤做法。美國長期對古巴的封鎖給古巴經(jīng)濟(jì)社會發(fā)展和人民生活帶來巨大傷害。大家都知道，聯(lián)合國大會已多次通過決議敦促美國結(jié)束這一錯誤做法。我們一直主張，相互尊重、平等相待、和平共處、合作共贏是國與國相處的應(yīng)有之道。中國也一直敦促美國按照《聯(lián)合國憲章》宗旨和國際關(guān)系基本準(zhǔn)則,盡早全面取消對古巴封鎖。這是國際社會的普遍呼聲，符合美國和古巴兩國和兩國人民的利益，也有利于地區(qū)的穩(wěn)定和發(fā)展。

A: China opposes such wrong practices as unilateral sanctions and long-arm jurisdiction based on domestic laws outside the UN Security Council. The US blockade has long inflicted great harm on Cuba’s economic and social development and people’s lives. As you all know, the UN General Assembly has adopted many resolutions urging the US to end this wrong practice. In state-to-state relations, China believes that mutual respect, equality, peaceful co-existence and win-win cooperation should serve as the guidance. China has also been urging the US to lift the blockade at an early date in line with purposes of the UN Charter and the basic norms governing international relations, which is what the international community calls for. It will serve the interests of the US, Cuba and their people, and contribute to regional stability and development.

 

問：據(jù)報(bào)道，朝鮮領(lǐng)導(dǎo)人金正恩昨日觀摩了新型戰(zhàn)略武器試射。中方是否感到擔(dān)憂？

Q: The DPRK leader Kim Jong-un yesterday oversaw the testing of a new strategic weapon. Is China concerned about this?

 

答：當(dāng)前半島問題政治解決進(jìn)程處于關(guān)鍵階段。我們鼓勵和支持有關(guān)各方特別是朝美雙方加強(qiáng)對話，相向而行，共同致力于延續(xù)和推進(jìn)半島對話緩和勢頭，不斷推進(jìn)半島無核化和半島問題政治解決進(jìn)程。這符合包括朝美和本地區(qū)國家在內(nèi)各方的共同利益。

A: The Peninsula issue is at a critical stage for political settlement. We encourage and support all parties, especially the DPRK and the US, to step up dialogue, meet each other halfway and work together for a sustained momentum for dialogue and more progress in denuclearization and the political settlement. This serves the common interests of all parties including the DPRK, the US and the regional countries.

 

問：據(jù)報(bào)道，17日，秘魯前總統(tǒng)阿蘭·加西亞在警方逮捕其時開槍自殺身亡。中方對此有何評論？如何評價加西亞前總統(tǒng)？

Q: Reports say that Alan Garcia, former President of Peru, killed himself with a gunshot to his head as police officers were trying to arrest him. Do you have any comment on this and how will he be remembered in China?

 

答：加西亞前總統(tǒng)生前長期對華友好，重視發(fā)展對華關(guān)系，任內(nèi)推動中秘兩國建立戰(zhàn)略伙伴關(guān)系并簽署自由貿(mào)易協(xié)定，為促進(jìn)中國和秘魯兩國人民友好和深化兩國各領(lǐng)域交流合作作出了積極貢獻(xiàn)。中方對加西亞前總統(tǒng)不幸逝世表示深切哀悼，向其家人致以誠摯慰問。

A: Former Peruvian President Alan Garcia had long been friendly to China and promoting China-Peru bilateral relations. During his time in office, he pushed for the establishment of a strategic partnership and the conclusion of a free trade agreement between China and Peru and thus made positive contributions to bilateral friendship, deeper exchange and cooperation in various fields. We’d like to express our deep condolences on his passing and sincere sympathy to his family.

 

問：近期，馬達(dá)加斯加國內(nèi)爆發(fā)大規(guī)模麻疹疫情，感染患者人數(shù)超過11萬人，已造成約1200人死亡，其中大多是兒童。中方是否會向馬達(dá)加斯加提供幫助應(yīng)對疫情？

Q: Madagascar faces a large measles outbreak with cases soaring beyond 110,000 and about 1,200 people killed, mostly children. Will China provide any help to Madagascar?

 

答：中方高度關(guān)注馬達(dá)加斯加麻疹疫情發(fā)展，已采取措施向馬達(dá)加斯加方面提供了緊急人道主義援助。下一步，中方愿視疫情發(fā)展情況，根據(jù)馬達(dá)加斯加方面需求，積極考慮向馬方應(yīng)對疫情進(jìn)一步提供必要支持和幫助。

A: China closely follows the measles outbreak in Madagascar and has taken measures to provide emergency humanitarian assistance. Based on the development of this epidemic and the country’s needs, China will positively consider offering more necessary support and help to Madagascar.

 

問：美國前政府官員和特朗普過渡團(tuán)隊(duì)成員白邦瑞受邀參加上周日在北京舉行的會議，他說至少三個星期前就提交了簽證申請，但中國駐美國使館并未及時為他頒發(fā)簽證。中方為何拒絕為他頒發(fā)簽證？

Q: Michael Pillsbury, a former US government official who worked on the Trump transition team, had been invited to a conference in Beijing which happened on Sunday and he said the Chinese Embassy in Washington did not give him a visa in time. He said he applied at least three weeks before. Do you know why the Chinese government did not grant him a visa?
